美国农业支持政策:发展历程与未来趋势

【摘要】：农业支持政策对于美国农业经济发展具有直接推动作用,是美国成为世界上农业经济最发达国家的原因之一。基于此,本文将美国农业支持政策的发展历程分为4个历史阶段:1933—1989年是以农业补贴和价格支持为主的时期;1990—2002年是农业补贴取消时期,也是美国农业生产市场化发展时期;2002—2014年是美国再度回归农业补贴时期,但强化农业补贴的市场引导作用;2014年至今是以农业保险为主导的风险管理时期。纵观美国农业支持政策发展历程可以看到,美国农业支持政策将会以农业保险为主导、重视绿箱政策适用以及注重农业持续发展的趋势。就美国的经验看,中国应该从农业立法、农业政策、农产品国际贸易规则国内化以及可持续发展理念等方面来调整,以推进中国农业支持政策对农业经济发展的促进作用。
[Abstract]:Agricultural support policy has a direct role in promoting the development of agricultural economy in the United States and is one of the reasons why the United States has become the most developed country in agricultural economy in the world. Based on this, this paper divides the development process of American agricultural support policy into four historical stages: 1933-1989 is the period of agricultural subsidy and price support, and 1990-2002 is the period of agricultural subsidy cancellation. It is also the period of the market-oriented development of agricultural production in the United States from 2002 to 2014, which is the return of the United States to the period of agricultural subsidies, but strengthens the market guidance role of agricultural subsidies, and the period of risk management which is dominated by agricultural insurance since 2014. Looking at the development course of American agricultural support policy, we can see that American agricultural support policy will be dominated by agricultural insurance, pay attention to the application of green box policy and pay attention to the trend of sustainable development of agriculture. From the experience of the United States, China should adjust from the aspects of agricultural legislation, agricultural policy, international trade rules of agricultural products and the concept of sustainable development, in order to promote the role of China's agricultural support policy in promoting the development of agricultural economy.
