我国农业支持政策的环境效应研究:理论与实证

【摘要】：农业支持政策通过影响农业产出的期望收益,改变农户的农业生产决策行为,继而对农业生态环境产生直接和间接的影响。基于此,本文尝试构建一个以"三种效应"为核心的理论分析框架,探讨农业支持政策对化肥使用量,进而对农业环境变化的作用机制和影响程度。研究表明:(1)农业四项补贴政策主要通过提高种植业的总播种规模(0.086),发挥农业规模效应显著加重了农业面源污染(0.473);(2)价格支持政策主要通过提高粮食作物的种植比例(0.002),发挥农业结构效应显著降低了农业面源污染(-0.505);(3)虽然价格支持和四项补贴政策都对农业技术进步效率的改进有一定的促进作用,但效果尚不显著;同时,目前我国农业生产技术效率的变化对农业面源污染的影响也不显著。
[Abstract]:Agricultural support policy changes farmers' agricultural production decision-making behavior by influencing the expected income of agricultural output, and then has a direct and indirect impact on the agricultural ecological environment. Based on this, this paper attempts to construct a theoretical analysis framework with "three effects" as the core, to discuss the mechanism and the degree of influence of the agricultural support policy on the amount of fertilizer used and the change of agricultural environment. The research shows that the four agricultural subsidy policies mainly increase the total planting scale of planting industry (0.086%), and exert the agricultural scale effect to significantly increase agricultural non-point source pollution (0.473) price support policy mainly by increasing the planting proportion of grain crops. Although price support and four subsidy policies can promote the improvement of the efficiency of agricultural technological progress, the agricultural non-point source pollution can be significantly reduced by exerting the agricultural structural effect, although the price support and the four subsidy policies have a certain role in promoting the improvement of the efficiency of agricultural technological progress. At the same time, the effect of the change of agricultural production technical efficiency on agricultural non-point source pollution is not significant.
