柘城县农村劳动力职业技能培训研究

【摘要】：“三农”问题是党和国家高度重视的重大问题,我国人口众多,粮食安全始终是国家需要考虑的重大问题之一。农业兴国则稳,农业生产稳定增长是保障我国各领域健康发展的前提。“三农”问题的核心是农民问题,随着农村产业结构的调整,不断提高农村劳动力的综合素质,培养有文化、有技术、懂经营的新型农民,成为破解“三农”问题的关键,而职业技能培训是全面提高农村劳动力素质的重要手段。随着柘城县社会、经济和生活水平的不断发展,社会对农村劳动力的素质要求不断提高,对于职业技能培训的需求愈加强烈,而柘城县政府和社会所能提供的农村劳动力职业技能培训在一定程度上不能满足各方面的需求。以柘城县农村劳动力为研究对象,对柘城县农村劳动力职业技能培训工作进行调查和研究。通过阅读国内外相关研究文献,结合国外农业发达国家和国内先进地区的做法,阐明农村劳动力职业技能培训的研究背景和重要意义。在对柘城县社会、人口、地理、经济、交通和农业发展等情况介绍的基础上,利用问卷调查法和个人访谈法,了解柘城县农村劳动力职业技能培训工作的具体开展情况,就柘城县农村劳动力职业技能培训供需两端的情况进行比较,找到矛盾的所在。在调研中发现,该县农村劳动力职业技能培训存在相关制度不配套和法律法规不完善;农村基础教育落后,劳动力素质低下;农村劳动力学习意识淡薄,学习积极性不高;财政投入不足,培训资金筹措困难;课程设置单一,培训方式单调等方面问题,并对其产生的原因进行分析。由此,提出扎实推进落实农村基础教育工作,提高农村劳动力的素质;加强监管,加大政府的参与力度;多措并举,拓宽筹款渠道;结合需求,优化教学模式,提升培训效果;加强宣传,提高社会认知,提供内在持久的推动力等对策建议。将研究的重点放在乡镇单位,着眼基层问题,结合柘城县农村发展的现实情况,研究农村劳动力职业技能培训工作发展的方向,结合开展中存在的问题,提出解决措施。
[Abstract]:The issue of "agriculture, countryside and farmers" is an important issue that the Party and the state attach great importance to. China has a large population, food security has always been one of the major issues to be considered by the country. The stable growth of agricultural production is the premise to ensure the healthy development of all fields of our country. The core of the problem of "agriculture, countryside and farmers" is peasant problem. With the adjustment of rural industrial structure, it is the key to solve the problem of "agriculture, rural areas and farmers" to improve the comprehensive quality of rural labor force and cultivate new type farmers with culture, technology and management. Vocational skills training is an important means to improve the quality of rural labor force. With the development of society, economy and living standard in Zhe Cheng County, the demand for the quality of rural labor force has been improved, and the demand for vocational skills training has become more and more intense. The vocational skills training of rural labor force provided by the government and society in Zhe Cheng County can not meet the needs of all aspects to a certain extent. Taking the rural labor force in Zhe Cheng County as the research object, this paper investigates and studies the vocational skill training of the rural labor force in Zhe Cheng County. The background and significance of vocational skills training of rural labor force are expounded by reading the relevant research literature at home and abroad and combining with the practices of developed countries and advanced regions in China. On the basis of introducing the social, population, geography, economy, transportation and agricultural development of Zhe Cheng County, and using the method of questionnaire investigation and personal interview, we can find out the specific situation of the vocational skills training of the rural labor force in Zhe Cheng County. This paper compares the supply and demand of rural labor force vocational skill training in Zhe Cheng County and finds out the contradiction. In the investigation, it is found that the vocational skills training of rural labor force in this county is not matched by relevant systems and laws and regulations; the basic education in rural areas is backward, the quality of labor force is low, the learning consciousness of rural labor force is weak, and the enthusiasm for learning is not high. Lack of financial investment, difficulty in raising training funds, single curriculum, monotonous training methods, and analysis of the causes. Therefore, the paper puts forward to carry out the rural basic education work, improve the quality of rural labor force, strengthen supervision, increase the participation of the government, expand the channels of raising funds, combine the demand, optimize the teaching mode and improve the training effect. Strengthen propaganda, improve social awareness, and provide internal and lasting driving force and other countermeasures. The emphasis of the study is on the township units, focusing on the basic level problems, combining with the reality of rural development in Zhe Cheng County, studying the direction of the development of rural labor force vocational skills training, combining with the problems existing in the development, and putting forward the solving measures.
