县级土地利用总体规划实施效益评价原理、方法及其在云南省的实践

【摘要】：作为一切资源和环境要素循环与维持的重要载体和基础,土地资源对于社会经济的可持续运行有着不可替代的作用,在人口数量远远超过其他国家而土地资源数量却有限的中国表现尤为明显。土地利用总体规划为科学合理利用土地提供了有效保障,其实施好坏不仅决定着土地资源可持续利用,更直接关系到未来相当长时期内国民经济健康有序发展。进行土地利用总体规划实施评价已成为评估土地利用总体规划实施情况的重要手段,作为土地利用总体规划实施评价的重要组成部分,对土地利用总体规划实施效益进行评价不仅能够丰富土地利用总体规划实施评价体系,而且在科学合理进行土地利用总体规划地编制、调整和完善等方面具有较强的指导参考价值。论文以土地利用总体规划实施效益为研究对象,通过探讨和提炼土地利用总体规划实施效益评价的基本原理,明确了土地利用总体规划实施效益评价的内涵、对象、结构等,应用土地利用总体规划实施效益指数综合评价模型的方法,对2010-2012年云南省现行县级土地利用总体规划实施产生的经济效益、社会效益、生态效益以及综合效益进行了定量分析,并运用GIS对评价结果进行了可视化表达,以期为制定区域土地资源合理利用战略决策、以及今后开展土地利用总体规划的编制或调整完善等工作提供基础依据。主要结果表明:(1)云南省现行县级土地利用总体规划实施产生的单项效益和综合效益差异明显。从规划实施产生效益有不同程度提高的县(市、区)占全省总县数比例来看,经济效益为98.45%,社会效益为58.14%,生态效益为25.58%,综合效益为36.43%。规划实施产生经济效益较明显,而产生社会、生态效益较不明显,从而影响了规划实施综合效益的有效发挥。社会效益发挥不明显的主要原因为人均粮食产量的下降,而生态效益发挥不明显的主要原因为湿地保护率的下降。(2)规划实施产生的单项效益和综合效益在空间分布上既有差异又有联系。从规划实施效益发挥较明显县(市、区)的集中分布区域来看,经济效益与社会效益在滇中、滇西南区域,生态效益在滇西南、滇西北区域,综合效益在滇西南、滇中区域。且规划实施经济效益与社会效益地发挥较明显的县(市、区)一定程度上具有空间分布一致性。
[Abstract]:As an important carrier and foundation for the circulation and maintenance of all resources and environmental elements, land resources play an irreplaceable role in the sustainable operation of social economy. This is especially true in China, where the population is far larger than in other countries and land resources are limited. The overall planning of land use provides an effective guarantee for the scientific and rational use of land. Its implementation not only determines the sustainable use of land resources, but also directly relates to the healthy and orderly development of the national economy in a long period of time in the future. The implementation evaluation of land use master planning has become an important means to evaluate the implementation of the overall land use planning, as an important part of the implementation evaluation of the overall land use planning. The evaluation of the implementation benefit of the overall land use planning can not only enrich the evaluation system of the implementation of the overall land use planning, but also make the overall land use planning scientifically and reasonably. Adjustment and improvement have strong guiding reference value. This paper takes the implementation benefit of the overall land use planning as the research object, through discussing and refining the basic principle of the benefit evaluation of the implementation of the overall plan of land use, defines the connotation, object, structure and so on of the benefit evaluation of the implementation of the overall plan of land use. Based on the comprehensive evaluation model of land use master plan implementation benefit index, the economic, social, ecological and comprehensive benefits of the county level land use master plan in Yunnan province from 2010 to 2012 are analyzed quantitatively. The evaluation results are visualized by GIS in order to provide the basis for making the strategic decision of rational utilization of regional land resources and for making or adjusting and perfecting the overall land use planning in the future. The main results are as follows: (1) there are obvious differences between the single benefit and the comprehensive benefit from the implementation of the present county land use master plan in Yunnan Province. According to the proportion of counties (cities and districts) in the total counties of the whole province, the economic benefit is 98.455.The social benefit is 58.14, the ecological benefit is 25.58 and the comprehensive benefit is 36.43. The economic benefit of planning implementation is obvious, but the social and ecological benefit is not obvious, which affects the effective exertion of the comprehensive benefit of planning implementation. The main reason why social benefits are not apparent is the decrease in grain output per capita. But the main reason why ecological benefit is not obvious is the decline of wetland protection rate.) the single benefit and the comprehensive benefit produced by the implementation of the plan have not only difference but also relation in spatial distribution. According to the concentrated distribution area of county (city and district), the economic and social benefits are in central Yunnan, southwest Yunnan, ecological benefit in southwest Yunnan, northwest Yunnan, comprehensive benefit in southwest Yunnan and central Yunnan. The counties (cities and districts) which have obvious economic and social benefits have the same spatial distribution to some extent.
