新生代农民工职业培训问题研究

【摘要】:随着我国城镇化进程的加速和新农村建设战略的开展,农民工市民化,特别是新生代农民工的内生性市民化重要性的凸显,提高新生代农民工的人力资本存量,以及职业化水准成为这一阶段的重要基础和前提。同时,加强对新生代农民工的职业培训,对于提高其自身劳动生产效率和工资收入水平,促进其家庭和睦和提高幸福指数都具有积极意义,对于维护社会稳定和经济健康、良好发展都具有重要的促进作用。本文以我国新城镇化的开启以及新生代农民工数量大量增加作为研究背景,通过对已有数据的整理和在辽宁省部分城市进行调研,总结出新生代农民工与老一代农民工在受教育方面,求职期望方面,以及对城市生活的向往等方面存在较大差异,对培训的需求也大于老一代农民工。根据新生代农民工的特点,主要从人力资本角度分析了职业培训的经济效应和社会效应,经济效应主要表现为提高了劳动生产率,增加就业稳定性,完善劳动力市场等;社会效应主要表现为促进城镇化健康发展以及新农村建设等。然而,就现实来看,我国新生代农民工职业培训却面临参与率低、投入不足、培训结果与利益诉求不匹配等问题。通过对问题成因的分析,得知主要是由于我国现阶段,对新生代农民工的职业培训体系尚不完善,职业培训的供需主体间信息不对称以及政府多头管理,整合资源能力低等原因造成的。通过研究日本、韩国、美国在农村劳动力转移过程中职业培训的成功经验,希望能够给我国新生代农民工的职业培训带来启示,促进职业培训的良好发展。现阶段,要解决当前新生代农民工职业培训存在的问题,需要各行为主体共同努力。首先,政府部门应该努力完善培训制度,建立多方合作、投资机制;其次,宣传部门更应该密切关注新生代农民工获得外部信息的主要途径,对应宣传,以免徒劳;再次,企业更应该从长远角度出发,注重对新生代农民工的岗前培训和在职培训,制定长期合作机制,提升企业竞争力;最后,新生代农民工自身应该注重综合素质的培养,拓宽眼界,提升自己。
[Abstract]:With the acceleration of the urbanization process and the development of the new rural construction strategy, the importance of the urbanization of migrant workers, especially the new generation of migrant workers, is highlighted, and the human capital stock of the new generation of migrant workers is improved. And professionalization level becomes the important foundation and premise of this stage. At the same time, strengthening vocational training for the new generation of migrant workers is of positive significance for improving their own labor productivity and wage income, promoting their family harmony and raising their happiness index, and also for maintaining social stability and economic health. Good development plays an important role in promoting development. This paper takes the opening of new urbanization and the large increase of the new generation of migrant workers as the research background, through the collation of existing data and investigation in some cities of Liaoning Province. It is concluded that there are great differences between the new generation of migrant workers and the old generation of migrant workers in terms of education, job search expectation, and yearning for urban life, and the demand for training is also greater than that of the old generation of migrant workers. According to the characteristics of the new generation of migrant workers, this paper mainly analyzes the economic and social effects of vocational training from the angle of human capital. The economic effects mainly include improving labor productivity, increasing the stability of employment and perfecting the labor market. The social effect is mainly to promote the healthy development of urbanization and the construction of new countryside. However, in reality, the new generation of migrant workers in our country is faced with the problems of low participation rate, insufficient investment, mismatch between training results and interest demands, and so on. Through the analysis of the causes of the problem, we know that the main reason is that the vocational training system of the new generation of migrant workers is not perfect, the information between the supply and demand subjects of vocational training is not symmetrical, and the government has many management. Integration of resources such as low capacity caused by. By studying the successful experience of vocational training in the process of rural labor force transfer in Japan, South Korea and the United States, the author hopes to bring enlightenment to the vocational training of the new generation of migrant workers in China and promote the good development of vocational training. At present, to solve the problems existing in the vocational training of the new generation of migrant workers, it is necessary for all actors to make joint efforts. First, government departments should strive to improve the training system, establish multi-party cooperation and investment mechanisms; secondly, propaganda departments should pay close attention to the main ways for the new generation of migrant workers to obtain external information, so as to avoid futility. Enterprises should pay more attention to pre-job training and on-the-job training for the new generation of migrant workers from a long-term perspective, formulate long-term cooperation mechanisms to enhance the competitiveness of enterprises. Finally, the new generation of migrant workers themselves should pay attention to the cultivation of comprehensive quality. Broaden your horizons and improve yourself.
