吉林省农村养老保障制度面临的问题与改革思路

【摘要】：农村社会保障制度是社会保障事业的薄弱环节。随着人口老龄化的加剧,家庭小型化以及人口结构和消费结构的变化,吉林省的农村养老保障制度面临着巨大的挑战,远远满足不能现实中的养老需求,难以适应农村社会发展的要求,面临诸多问题,所以改革吉林省的农村社会保障制度变得十分必要。本文分析了制度改革的背景和迫切性,结合国内外先进的社会保障制度的成功经验,对吉林省目前现行制度存在的问题提出了相对应的改革思路。本文分为主要五部分,第一部分从经济、社会、政策、观念上阐述了本文的研究背景,分析总结现今吉林省农村养老保障制度的国内外研究现状。第二部分运用马克思主义相关理论辩证地比较分析了国内外农村养老保险制度,总结出成功的经验和启示。第三部分主要论述了吉林省农村社会养老保障制度的历史和现状,展示了新型农业养老保障制度的覆盖范围、资金来源以及养老金支付方式等基本概况。第四部分主要分析了现行制度在制度设计、管理模式以及面临的老龄化加剧所面临的问题,着重分析了问题产生的原因。第五、六两章是本文研究的重点,提出了发展完善农村社会养老保障制度的具体可行的发展思路,号召建立一个由国家、社会、社区、个人四位一体的科学养老模式。第五部分是通过前面分析论述总结出的结论。
[Abstract]:The rural social security system is the weak link of the social security cause. With the aging of the population, the miniaturization of the family and the change of the structure of the population and the structure of consumption, the rural old-age security system in Jilin is facing a huge challenge, which is far from the demand in the reality and is difficult to adapt to the demands of the rural social development. In the face of many problems, it is necessary to reform the rural social security system in Jilin province. This paper analyzes the background and urgency of the reform of the system, combined with the successful experience of the advanced social security system at home and abroad, and puts forward the corresponding reform ideas on the existing problems of the current system in Jilin province. This paper is divided into five main parts. The first part expounds the research background of this article from the economic, social, policy and concept, analyzes and summarizes the current research situation at home and abroad of the rural old-age security system in Jilin province. The second part uses the Marx doctrine related theory to compare and analyze the rural old-age insurance insurance system dialectically, and summarizes the successful experience and enlightenment. Third parts are summarized. This paper mainly discusses the history and present situation of the rural social old-age security system in Jilin Province, and shows the basic situation of the coverage of the new agricultural endowment insurance system, the source of funds and the mode of pension payment. The fourth part mainly analyzes the problems faced by the current system in the system design, management mode and the intensification of aging. Fifth, the 62 chapter is the focus of this study, and puts forward the concrete and feasible development ideas for the development and improvement of the rural social old-age security system, and calls for the establishment of a scientific old-age mode from the state, society, community and individual four. The fifth part is summed up through the previous analysis. Conclusion.
