基于生产生活方式的新疆牧民定居点优化研究

【摘要】：从20世纪80年代开始,新疆大规模实施牧民定居工程,目前取得了一定的成就,但受自然环境、经济发展以及人文环境等因素的制约,存在定居点空间建设不合理、配套产业发展滞后、牧民归属感缺乏等问题,整体建设水平偏低。因此开展多角度牧民定居点优化研究,对改善牧区人居环境,提高牧民生产生活质量,实现牧区经济社会快速持续发展具有重大理论指导意义和实践价值。本文首先分析国内外相关研究,把握经验与不足,总结启示。在此基础上,进一步梳理了新疆牧民定居点建设概况,对游牧民族传统生产生活方式、定居点建设历程与现状进行较为系统的研究;其次通过问卷调查与实地考察、访谈等方法,以新疆布尔津县规模较大的三处牧民定居实际项目为研究样本,对牧民生产生活现状与特征、存在问题进行深入探索;再次以牧民定居点优化影响因素为指导,把握牧民诉求,从布局规划、产业发展、管理模式等角度提出三大牧民定居点优化措施;最后从政策、就业、产业、规划等方面提出针对性保障措施,为新疆牧民定居点建设提供理论指导与建设示范。
[Abstract]:Since the 1980s, Xinjiang has carried out a large-scale settlement project for herdsmen. At present, some achievements have been made. However, due to the constraints of natural environment, economic development and humanistic environment, the construction of settlement space is unreasonable. Supporting industries lagged behind, herdsmen lack a sense of belonging and other issues, the overall level of construction is low. Therefore, it is of great theoretical significance and practical value to study the optimization of herdsmen's settlements from different angles, to improve the living environment of pastoral areas, to improve the quality of production and life of herdsmen, and to realize the rapid and sustainable development of economy and society in pastoral areas. This article first analyzes the domestic and foreign related research, grasps the experience and the insufficiency, summarizes the enlightenment. On this basis, it further combs the general situation of pastoralist settlement construction in Xinjiang, and makes a systematic study on the traditional production and life style, settlement construction process and current situation of nomadic peoples. Secondly, through questionnaire survey and field investigation, Interviews and other methods, based on the large scale of three pastoralists settlement projects as a research sample, to the herdsmen production and life status and characteristics, existing problems in-depth exploration; again with the herdsmen settlement optimization factors as the guidance, To grasp the demands of herdsmen, put forward three measures to optimize the herdsmen's settlements from the perspectives of layout planning, industrial development, management mode, etc. Finally, put forward targeted safeguard measures from the aspects of policy, employment, industry, planning, etc. To provide theoretical guidance and demonstration for the construction of pastoralist settlements in Xinjiang.
