X区城乡建设用地增减挂钩项目可行性研究

【摘要】：随着我国经济的不断发展,土地资源日益紧张,但土地资源也面临着结构性不合理的问题,部分地区建设用地紧张但部分地区却出现建设用地过剩的问题。因此,在新的历史时期,在合理置换的模式下,土地资源将会得到更加合理的利用。而在土地置换过程中,需要对置换的可行性进行研究,以避免出现土地置换不科学,居民反对等问题,所以本文主要是以X区城乡建设用地增减挂钩项目作为研究工作的重点对其中的相关问题进行深入的分析,着重对项目成立的总体思路、社会效益、经济评价、财务状况评价等进行研究,并综合论证得出研究结果,为本项目进行全面的开展提供切实可行的决策,以使土地资源得到切实有效的利用。本文先是阐述了本课题的研究背景、意义以及我国和国外的研究成果,本文的研究内容和研究方法等,然后对全文的研究理论进行了概括。另外,关于X区城乡建设用地增减挂钩项目背景等方面的知识,笔者也进行了相应的研究工作,期望可以通过对经济,财务和社会效益等方面的评价,为研究本项目提供切实可行的依据,促进项目的顺利实施。本文通过对项目的概况进行介绍,对X区进行土地增减挂钩项目的必要性,实施的原则和基础条件进行了分析。在此基础上,本文对X区城乡建设用地增减挂钩项目进行了评价,对本项目的基本功能、建设内容、建设方案项目的社会效益,经济评价,财务状况等进行了分析。提出项目的实施是可行的。最后,本文为项目的发展提供了可行的建议,主要是从组织等层面提供了有力的保障,明确农民居住区的项目的建设标准,强化公众参与力度,加强法制监督等措施,以更好的推动和保障项目的实施。
[Abstract]:With the development of our country's economy, the land resources are becoming increasingly tight, but the land resources are also facing the problem of structural irrationality. In some areas, the construction land is tight, but in some areas there is the problem of surplus construction land. Therefore, in the new historical period, land resources will be more reasonably utilized under the mode of reasonable replacement. In the process of land replacement, it is necessary to study the feasibility of land replacement, in order to avoid the problems of unscientific land replacement and residents' opposition. So this paper mainly takes the project of increasing or decreasing the construction land in X district as the focus of the research work to deeply analyze the related problems, focusing on the overall thinking, social benefit and economic evaluation of the project. The evaluation of financial situation and so on are studied, and the research results are obtained synthetically, which can provide practical and feasible decision for carrying out the project in an all-round way, so that the land resources can be used effectively and effectively. This paper first describes the research background, significance, research results of our country and abroad, the research content and research methods of this paper, and then summarizes the research theory of the full text. In addition, on the background of urban and rural construction land construction projects in area X, the author has also carried out the corresponding research work, hoping to be able to evaluate the economic, financial and social benefits and so on. For the study of the project to provide a practical basis to promote the smooth implementation of the project. By introducing the general situation of the project, this paper analyzes the necessity, principles and basic conditions of the land increase and subtractive linkage project in area X. On this basis, this paper evaluates the project of increasing or decreasing the construction land in X district, and analyzes the basic function, construction content, social benefit, economic evaluation and financial situation of the project. It is feasible to put forward the project. Finally, this paper provides feasible suggestions for the development of the project, mainly from the organization and other levels to provide a strong guarantee, clear the construction standards of the farmers' residential areas, strengthen public participation, strengthen legal supervision and other measures. To better promote and ensure the implementation of the project.
