试论延安的城乡统筹发展

【摘要】：城乡统筹发展是当前全面建设小康社会的一个重要问题,也是不容忽视和必须正视的问题。延安是举世闻名的“革命圣地”,继续推动延安的社会经济发展,尤其是延安城乡统筹水平的提升,综合实力的增强,对于消除城乡隔阂、两极分化,全面建成小康社会进程中具有特殊意义;对于加快延安成为国家城乡统筹的试验区,为其促成城乡一体化、工农一体化、城镇现代化具有深远影响。延安的物质经济日益剧增,精神文明也取得了骄人的成绩,但在城乡统筹发展这个众人热议的问题上始终没有成就突破,如何统筹城乡区域之间,使其内部和谐发展,目前还没有形成科学的体系和特色的发展模式,尚存在很多困难和挑战,城乡之间没有完整的生产流水线,城市之间对接销路不畅通,经济产业链断截;没有彻底落实好城乡之间的社会保障服务及效率,没有构建成和谐的生态系统等等,这些离党在十八大中提出的实现“两个一百年”差距甚远,延安人应抓住现有的大好机遇,以此来破解所面临的种种问题。“十二五”期间是延安市推动城乡统筹发展的紧要时期,是转型改革的攻坚期,加快城乡统筹的步伐,必须着眼未来,实施统筹城乡、富民强市的战略,坚持以城乡统筹发展统揽工作总局,以调整经济结构、转变发展方式为主线,把产业发展作为重要支撑,把城镇体系建设作为有效载体,把公共服务均等化作为根本目的,为建设富裕生态的和谐新延安,率先实现全面建设小康社会的宏伟目标奠定下具有决定性意义的基础。立足于延安当前的实际发展和积累的经验,剖析延安的城乡统筹发展中存在的问题,探索全面深化改革背景下延安城乡统筹发展的路径选择。为此,应着力创建具有延安特色的名牌品牌,不能把特色二字束之高阁,进而拉动经济内外需,补充经济财力,调整政策对策,服务于大众,惠及于民众,实现“圣地延安、生态延安、幸福延安”的长远目标。同时,希望通过论述延安市的城乡统筹发展,对类似城市、红色革命地区应具有特殊意义和参考价值。
[Abstract]:The overall development of urban and rural areas is an important issue in building a well-off society in an all-round way. Yan'an is a world-famous "revolutionary shrine". It continues to promote the social and economic development of Yan'an. In particular, the promotion of the overall level of urban and rural planning in Yan'an and the enhancement of comprehensive strength have polarized the gap between urban and rural areas. It is of special significance in the process of building a well-off society in an all-round way, and has a far-reaching influence on speeding up Yan'an to become the experimental area of national urban-rural planning, promoting the integration of urban and rural areas, integration of workers and peasants, and modernization of cities and towns. The material economy in Yan'an is increasing day by day, and spiritual civilization has also made remarkable achievements. However, there has been no breakthrough on the issue of urban and rural development as a whole, which has been discussed by many people. How to co-ordinate the development between urban and rural areas so as to make it develop harmoniously within it? At present, there is no scientific system and characteristic development model, there are still many difficulties and challenges, there is no complete production line between urban and rural areas, the docking and selling routes between cities are not smooth, and the economic and industrial chain is broken. Without the thorough implementation of social security services and efficiency between urban and rural areas and the construction of a harmonious ecosystem, and so on, these are far from the "two hundred years" that the Party put forward in the 18th National Congress of the Communist Party of China. People in Yan'an should seize the excellent opportunities they have. In order to solve the problems faced. The 12th Five-Year Plan period is a critical period for Yanan to promote the overall development of urban and rural areas, and a critical period for transformation and reform. In order to speed up the pace of urban and rural planning, it is necessary to focus on the future and implement the strategy of co-ordinating urban and rural areas and enriching the people and strengthening the city. Adhering to the overall development of urban and rural areas as a whole and taking the work as the main line, adjusting the economic structure and changing the mode of development, taking the industrial development as an important support, the construction of the urban system as an effective carrier, and the equalization of public services as the fundamental purpose, It lays a decisive foundation for constructing harmonious new Yan'an of rich ecology and taking the lead in realizing the grand goal of building a well-off society in an all-round way. Based on the current actual development and accumulated experience of Yan'an, this paper analyzes the problems existing in the overall development of urban and rural areas in Yan'an, and explores the path choice of overall development of urban and rural areas in Yan'an under the background of comprehensive deepening of reform. Therefore, we should make great efforts to create famous brands with Yanan characteristics, so as not to shelve the characteristics of the two characters, and then stimulate the internal and external needs of the economy, replenish the economic financial resources, adjust policy countermeasures, serve the public, benefit the public, and realize the "Holy Land Yan'an," Ecological Yan'an, happiness Yan'an "long-term goal." At the same time, it is hoped that it is of special significance and reference value to similar cities by discussing the overall development of urban and rural areas in Yan'an.
