日本以“六次产业化”发展现代农业的做法与启示

【摘要】：2016年中央一号文件提出,"推进农村产业融合,促进农民收入持续较快增长。"产业融合是现代农业的发展方向和趋势,日本在产业融合方面具有比较成功的经验。文章通过梳理总结日本"六次产业化"的主要做法,分别从制度保障、组织机构、认证体系、政策扶持等方面展开,在此基础上分析了日本"六次产业化"发展现状,并运用"阿苏牧场"案例剖析了其产业化运行模式,最后得出了日本产业融合对我国现代农业发展的启示。日本以"六次产业化"为发展战略,围绕"地产地消",依托当地农民开发利用当地资源,通过技术创新和创意设计延伸产业链、提升价值链,将附加值更多地留在当地农村和农民。获得的启示有:一是政府的大力支持是推进产业融合的关键;二是充分利用当地资源能够促进农村内生式发展;三是积极培育新型经济主体,开展多种形式的产业融合;四是加强产业化的利益协调机制,保障农民权益。
[Abstract]:In 2016, the first document of the Central Committee proposed, "promote the integration of rural industries, and promote the sustained rapid growth of farmers' income." Industrial convergence is the development direction and trend of modern agriculture. By combing and summing up the main methods of "six industrialization" in Japan, the article starts from the aspects of system guarantee, organization, certification system, policy support, etc., and then analyzes the development status of "six industrialization" in Japan. Finally, the author analyzes the operation mode of industrialization by using the case of "Ahsu Ranch", and finally draws the enlightenment of Japan's industrial integration to the development of modern agriculture in China. Japan takes "six industrialization" as its development strategy, revolves around "real estate and land elimination", relies on local farmers to develop and utilize local resources, extends the industrial chain through technological innovation and creative design, and promotes the value chain. Leave more value added in local villages and farmers. The revelations are as follows: first, the government's support is the key to promote industrial integration; second, making full use of local resources can promote rural endogenous development; third, actively cultivating new economic subjects and developing various forms of industrial integration; Fourth, strengthen the benefit coordination mechanism of industrialization, safeguard farmer's rights and interests.
