巴彦县现代农业发展政策研究

【摘要】：国务院总理李克强2017年3月5日在十二届全国人大五次会议上作政府工作报告中强调2017年完善强农惠农政策,加强现代农业建设,深化农村改革。2017《中央一号文件》又明确提出:优化产品产业结构,着力推进农业提质增效,做大做强优势特色产业,进一步优化农业区域布局,积极发展适度规模经营,建设现代农业产业园,强化科技创新驱动,引领现代农业加快发展。发展现代农业是建设“资源节约型、环境友好型社会”的重要渠道,现代农业发展以及农民根本利益的保障对政府有极强的依赖性,必须保证政策的有效执行。在资源有限的条件,科学合理的政策体系能够改变资源配置的基础,推动资源要素向农业流动。所以,完善现代农业发展政策具有深远影响,可以将政策对现代农业发展的重要导向作用予以充分发挥。从公共政策的基本理论入手,在分析巴彦县现代农业发展政策的现状基础上,剖析出政策制定有效性差等问题,借鉴国内外先进现代农业政策经验,提出完善政策制定体系、加大政策执行力度提高行政效率、健全政策监督机制提高政策有效性等政策措施促进巴彦县现代农业发展。
[Abstract]:Premier Li Keqiang of the State Council stressed in his report on government work at the fifth session of the Twelfth National people's Congress on March 5, 2017, that the policy of strengthening agriculture and benefiting farmers in 2017 should be improved and modern agricultural construction should be strengthened. Deepening rural reform. 2017 "Central Committee No. 1 document" also clearly proposed that: optimize the industrial structure of products, strive to promote agricultural quality and efficiency, expand and strengthen advantage characteristic industries, further optimize the regional distribution of agriculture, and actively develop moderate scale operations. Build modern agricultural industry park, strengthen science and technology innovation drive, lead modern agriculture to accelerate development. The development of modern agriculture is an important channel for the construction of "resource-saving and environment-friendly society". The development of modern agriculture and the guarantee of farmers' fundamental interests are highly dependent on the government, so we must ensure the effective implementation of the policy. Under the condition of limited resources, a scientific and reasonable policy system can change the basis of resource allocation and promote the flow of resource elements to agriculture. Therefore, the improvement of modern agricultural development policy has a far-reaching impact, which can give full play to the important guiding role of the policy to modern agricultural development. Starting with the basic theory of public policy, on the basis of analyzing the present situation of modern agricultural development policy in Bayan County, this paper analyzes the problems such as the poor effectiveness of policy formulation, draws lessons from the experience of advanced modern agricultural policy at home and abroad, and puts forward the improvement of policy making system. Strengthen the policy implementation to improve the administrative efficiency, improve the policy supervision mechanism to improve the policy effectiveness and other policy measures to promote the development of modern agriculture in Bayan County.
