沙雅县农村劳动力转移问题研究

【摘要】:为确保区域农民收入持续稳定增长、促进城乡经济社会统筹发展、确保南疆社会和谐稳定、并在2020年与全国一同迈入小康社会宏伟蓝图的顺利实现,不断加快农村劳动力转移步伐、完善农村劳动力转移就业制度就显得十分迫切。中央新疆工作座谈会召开以来,沙雅县各个领域都发生了前所未有、令人瞩目的变化,农牧民群众收入水平及生活幸福指数节节攀升,但与发达地区相比还有不少差距,与“小康社会”及“新农村”建设的要求还有较大的距离。拥有一份满意的工作是生存之本,是发展之需,是稳定之源,解决就业也是南疆最大的民生工程。为妥善解决“三农”问题,确保人民安居乐业、社会和谐稳定,农村劳动力转移就业工作是不可忽视的重要环节和“催化剂”。本文以“二元经济”理论、“推拉”理论及人力资本和社会资本理论为指导,对沙雅县农村劳动力转移就业现状及其特征进行深入细致的分析,通过发放调查问卷等形式分析研究劳动力转移过程中存在的相关问题,如年龄、性别、婚姻情况、文化水平、户籍等因素对沙雅县农村劳动力转移就业工作的影响程度等。除此之外,因沙雅县属于南疆四地州边远艰苦地区,少数民族所占比重较大,区位、语言、宗教礼仪、民族风俗、社会稳定形势等因素对农村劳动力转移的影响也非常大。基于上述分析并针对存在的问题,提出相关对策建议。
[Abstract]:In order to ensure the sustained and stable growth of farmers' income in the region, to promote the overall economic and social development of urban and rural areas, to ensure social harmony and stability in southern Xinjiang, and to achieve the smooth realization of the grand blueprint for a well-off society with the whole country in 2020, It is urgent to improve the employment system of rural labor force transfer. Since the Central Xinjiang work Symposium was held, unprecedented and remarkable changes have taken place in various fields in Shaya County. The income level of farmers and herdsmen and the index of life happiness have been rising steadily, but there are still many gaps compared with developed regions. And "well-off society" and "new countryside" construction requirements still have a big distance. Having a satisfactory job is the basis of survival, the need of development and the source of stability. Solving employment is also the biggest livelihood project in southern Xinjiang. In order to properly solve the "three rural issues", ensure the people live and work in peace and contentment, social harmony and stability, rural labor transfer and employment is an important link and "catalyst" that can not be ignored. Under the guidance of "dual economy" theory, "push and pull" theory, human capital and social capital theory, this paper makes a thorough and detailed analysis of the present situation and characteristics of rural labor force transfer and employment in Shaya County. Through the form of questionnaire, this paper analyzes the problems existing in the process of labor force transfer, such as age, sex, marriage, education level, household registration and so on, and analyzes the influence of factors such as age, sex, marital status, household registration and other factors on the employment of rural labor force transfer and employment in Shaya County, and so on. In addition, because Shaya County belongs to the remote and difficult areas of four prefectures in southern Xinjiang, the proportion of ethnic minorities is large, location, language, religious etiquette, ethnic customs, social stability and other factors have a great impact on the transfer of rural labor force. Based on the above analysis and in view of the existing problems, the relevant countermeasures and suggestions are put forward.
