甘肃省庆阳市现代农业发展水平评价

【摘要】：发展现代农业、全面建设小康社会是当前全党和全国“三农”工作的重中之重。甘肃省是经济发展欠发达的省份,农业发展底子薄、条件差,要实现农业现代化,与全国同步建成全面小康社会就要比其他地区付出更多的艰辛和努力。庆阳市作为甘肃省的主要市区,农业发展状态直接或间接的反映甘肃省现代农业的发展现状和水平。本文在参阅大量文献的基础上,借用蒋和平教授研究设计的现代农业发展水平评价指标体系构建与评价方法,构建庆阳市现代农业综合评价指标体系,利用层次分析法(即AHP法),建立评价模型组和测算模型,采取统计学与数量经济学方法,对庆阳市2006-2012年现代农业发展水平进行定量测评。经过测评,庆阳市农业资源投入水平呈直线性增长,达到了现代农业的发展阶段;农业产出水平基本上达到现代农业发展的起步阶段;农村社会发展和可持续发展速度慢,发展水平比较低。庆阳市农业现代化总体发展水平较快,已进入了现代农业的发展阶段。同时,针对测算结果,提出了加快庆阳市现代农业发展的政策建议。
[Abstract]:Developing modern agriculture and building a well-off society in an all-round way are the most important work of the whole Party and the whole country. Gansu Province is an underdeveloped province with a weak agricultural development foundation and poor conditions. In order to realize the modernization of agriculture, it is necessary to pay more hardships and efforts than other regions to build a well-off society in an all-round way simultaneously with the whole country. As the main urban area of Gansu Province, Qingyang City reflects directly or indirectly the present situation and level of modern agriculture in Gansu Province. On the basis of consulting a large number of documents, this paper constructs the comprehensive evaluation index system of modern agriculture in Qingyang city by using the evaluation index system of modern agricultural development level studied and designed by Professor Jiang Heping. By using the analytic hierarchy process (AHP), the evaluation model group and the measuring model were established, and the statistical and quantitative economic methods were adopted to quantitatively evaluate the development level of modern agriculture in Qingyang city from 2006 to 2012. Through the evaluation, the input level of agricultural resources in Qingyang City increased linearly and reached the stage of development of modern agriculture, the level of agricultural output basically reached the initial stage of the development of modern agriculture. The speed of rural social development and sustainable development is slow and the level of development is relatively low. Qingyang city agricultural modernization overall development level is fast, has entered the modern agriculture development stage. At the same time, the paper puts forward some policy suggestions to accelerate the development of modern agriculture in Qingyang City.
