济宁市农业多功能发展问题调查研究

【摘要】：我国是一个农业大国,城乡差距一直是困扰我国经济社会发展的难题,农业多功能的合理运用将为破解城乡二元结构提供一个有力的突破口。本研究将重点置于农业多功能的实践应用中,通过对济宁市农业多功能利用与发展的具体分析,探索济宁市在农业多功能利用与开发方面的侧重点与不足,并在此基础上提出相应建议。济宁市对农业多功能的利用和发展尚处于探索阶段。除粮食供应这一基本功能外,主要利用经济、文化和生态功能,并带动其它功能有序发展,比较突出的实践形式包括休闲农业和生态农业。依据农业多功能有关理论可以发现,济宁市对农业的各项功能均有涉及,其中对文化和经济功能的利用开发比较显著,但也暴露出诸多不足。与此同时,济宁市在农业生态和社会功能方面的探索仍不够深入,集中表现为农业发展过度依赖要素投入、生态农业信息化体系建设滞后、农业经济功能开发形式单一、具有文化内涵的休闲农业稀缺以及农业产业化系统中的龙头企业不足等问题。济宁市应该形成以现代生态和休闲农业为引擎的成熟的农业产业化模式,通过加强信息化建设、实施层次化发展和拓宽融资渠道等途径,实现济宁市农村地区经济、文化和生态协同发展。
[Abstract]:China is a large agricultural country, the gap between urban and rural areas has been a difficult problem for the economic and social development of our country. The rational use of multi-function agriculture will provide a powerful breakthrough for solving the dual structure of urban and rural areas. This study focuses on the practical application of agricultural multifunction, through the specific analysis of the agricultural multifunctional utilization and development of Jining, explores the emphasis and deficiency of Jining in agricultural multifunctional utilization and development. On this basis, the corresponding suggestions are put forward. The utilization and development of agricultural multi-function in Jining City is still in the exploration stage. In addition to the basic function of grain supply, it mainly uses economic, cultural and ecological functions, and promotes the orderly development of other functions. The more prominent practical forms include leisure agriculture and ecological agriculture. According to the theory of agricultural multifunction, it can be found that all the functions of agriculture are involved in Jining city, in which the utilization and development of cultural and economic functions are obvious, but many deficiencies are also exposed. At the same time, the exploration of agricultural ecology and social function in Jining City is still not deep enough. The concentrated manifestation is that the agricultural development is too dependent on the input of factors, the construction of ecological agriculture information system is lagging behind, and the form of agricultural economic function development is single. The scarcity of leisure agriculture with cultural connotation and the shortage of leading enterprises in agricultural industrialization system. Jining should form a mature agricultural industrialization model with modern ecological and leisure agriculture as its engine, and realize the economy of rural areas in Jining by strengthening information construction, implementing hierarchical development and widening financing channels.
