省级农业科研机构科研经费管理机制探析——以江苏省农业科学院为例

【摘要】：随着国家科技体制的深化改革,科研经费的管理要求不断提高,传统的经费管理模式存在诸多体制机制上的障碍,必须切实有效地加以改进。针对当前省级农业科研机构科研经费管理中存在的经费管理体制、组织保障、信息沟通、预算管理、经费监督机制问题,通过健全科研经费管理体制、完善科研经费管理的组织保障机制、建立科研经费管理的财务信息沟通机制、加强科研经费的预算管理机制、健全科研经费管理的经费监督机制的研究与探析,力求找出在科技体制改革背景下,完善科研经费管理机制的对策与建议,以此促进科研经费管理规范化和经费效益化,最终实现财务规范管理和高效服务的目标,更好地为农业科研事业发展做好财务服务工作。
[Abstract]:With the deepening reform of the national science and technology system, the management requirements of the scientific research funds have been continuously improved, and there are many obstacles in the traditional funds management mode, which must be improved effectively. In view of the problems of fund management system, organization guarantee, information communication, budget management and fund supervision mechanism existing in the management of scientific research funds in provincial agricultural scientific research institutions at present, through perfecting the management system of scientific research funds, We will improve the organizational support mechanism for the management of scientific research funds, establish a financial information communication mechanism for the management of scientific research funds, strengthen the budgetary management mechanism for scientific research funds, and improve the research and analysis of the fund supervision mechanism for the management of scientific research funds. Try to find out the countermeasures and suggestions to perfect the management mechanism of scientific research funds under the background of the reform of the scientific and technological system, so as to promote the standardization and efficiency of the management of scientific research funds, and finally realize the goal of financial standardized management and efficient service. Better for the development of agricultural scientific research to do a good job of financial services.
