农户参与农地整治的空间特征及其影响因素分析——以甘肃省河西走廊区为例

【摘要】：为深入研究农户参与农地整治项目的空间区域差异及其影响因素,对河西走廊15个县(市、区)的农地整治项目进行实地调查走访,采用模糊综合评判法测算农户参与的水平,运用探索性空间数据分析法(ESDA)测评农户参与的空间格局及区域差异,并运用空间计量模型分析农户参与的影响因素。研究结果表明:(1)河西走廊农地整治农户参与水平普遍较低,空间区域差异明显,具有显著的正的空间自相关性;(2)河西走廊农户参与水平"热点区域"集中分布在东部石羊河流域和西部疏勒河流域,"盲点区域"则处于中部黑河流域的肃州区、高台县、临泽县,总体呈现出空间地域上"两头高中间低"的"哑铃"结构;(3)空间误差回归分析表明,在考虑了空间地理效应之后,"农户耕地块数""村领导对待整治项目态度""农户对种植农产品市场预期"等因素对农户参与空间差异产生了更为显著的影响。根据区域实际情况,剖析农地整治中农户参与的空间格局及其影响因素的内在机理,可为政府和国土部门制定差别化的农户参与激励政策以提升农地整治的绩效及农户有效参与度提供理论依据和参考方法。
[Abstract]:In order to deeply study the spatial differences of farmers' participation in farmland renovation projects and their influencing factors, the farmland improvement projects in 15 counties (cities, districts) of Hexi Corridor were investigated and visited on the spot, and the level of farmers' participation was measured by fuzzy comprehensive evaluation method. The spatial pattern and regional difference of farmers' participation were evaluated by exploratory spatial data analysis (ESDA), and the influencing factors of farmers' participation were analyzed by spatial econometric model. The results show that: (1) the level of farmers' participation in farmland improvement in Hexi Corridor is generally low, the spatial regional differences are obvious, and there is a significant positive spatial autocorrelation; (2) the "hot spots" of farmers' participation in Hexi Corridor are concentrated in the Shiyang River Basin in the east and the Shule River Basin in the west, while the "Blind spot area" is located in Suzhou District, Gaotai County and Linze County in the Middle Heihe River Basin. The "dumbbell" structure of "two heads high and low" in the spatial region; (3) the spatial error regression analysis shows that after considering the spatial geographic effect, Factors such as "the number of farmland blocks", "the attitude of village leaders to renovation projects", "the expectation of farmers to grow agricultural products market" and other factors have a more significant impact on the spatial differences of farmers' participation. According to the actual situation of the region, this paper analyzes the spatial pattern of farmers' participation in agricultural land improvement and the internal mechanism of its influencing factors. It can provide theoretical basis and reference method for the government and territorial departments to formulate different incentive policies for farmers to improve the performance of agricultural land improvement and the effective participation of farmers.
