基于供求理论的农村宅基地流转的风险管理研究

【摘要】：为有序推进农村宅基地使用权流转,防范流转风险提供指导,采用文献综合法和归纳总结法,通过全面梳理现有农村宅基地使用权流转及其风险研究文献,在引进新古典经济学的供求理论的基础上,构建了宅基地管制模型分析框架,得出宅基地流转是实现存量建设用地潜力释放的现实理性选择,但需要加强其风险管理研究。进一步研究发现:根据风险是否可控,产生是否放开(限制)宅基地流转的不同观点;不同的宅基地流转模式蕴藏了不同的风险;农户的风险意识大小决定了流转的意愿强弱;宅基地流转的风险管理应与宅基地价值及其对农户的重要性和经济发展水平相适应。文章针对研究结果,提出应加强对宅基地流转风险模式的经验总结,强化不同流转模式下的社会风险评估研究,重点关注基于农户权益保障的宅基地流转的风险管理政策体系研究。
[Abstract]:In order to promote the circulation of the right to use rural homestead in an orderly manner and prevent the risk of circulation, this paper adopts the method of literature synthesis and induction and summary, and through comprehensively combing the existing literature on the circulation of the right to use rural homestead and its risk, on the basis of introducing the theory of supply and demand of neoclassical economics, constructs the analytical framework of the model of homestead control, and concludes that the circulation of homestead is a realistic and rational choice to realize the release of the potential of stock construction land. However, it is necessary to strengthen its risk management research. It is found that according to whether the risk is controllable or not, there are different viewpoints on whether to liberalize (restrict) the circulation of homestead; different modes of homestead circulation contain different risks; the risk consciousness of farmers determines the willingness to transfer; the risk management of homestead circulation should be in line with the value of homestead and its importance to farmers and the level of economic development. According to the research results, this paper puts forward that we should strengthen the experience summary of the risk model of homestead circulation, strengthen the research of social risk assessment under different circulation modes, and focus on the research on the risk management policy system of homestead circulation based on the protection of farmers' rights and interests.
