成都现代工业港转型升级问题对策研究

【摘要】：工业园区是市场要素、生产要素等要素资源的高度聚集地,通常采用现代的管理和运行体制、机制,依靠完善的工业基础设施和优质高效的配套服务体系,使园区所有工业企业共享资源,以降低单位生产成本,凭借在人才、资金、技术等生产要素方面形成的优势,成为加速工业化发展的平台。工业园区是区域经济加速发展的增长极,也是加快推进新型工业化和新型城镇化互动发展的有效途径。成都现代工业港自2004年10月正式启动建设,规划面积14.3平方公里。按照成都市确定的一区一主业的产业定位,重点发展电子元器件制造产业、半导体照明产业、输配电及控制设备制造产业和总部产业等。经过近十年的发展,成都现代工业港在基本完成“一次创业”、实现快速发展的同时,园区的增长速度趋缓,制约了园区的进一步升级发展。本文作者通过对工业园区和企业生命周期相关研究文献的学习,在实地调研分析成都现代工业港园区和部分重点企业多年数据资料的基础上,总结了工业园区转型升级中的种种问题,结合第三次工业革命、第四次全球产业转移的现实及我国经济“三期叠加”的复杂形势,提出工业港转型升级不能一味强调招大引强,而应避开环境承载能力不足的困局,重视提升传统产业的内涵、技术与质量,尤其是应用网络信息化与智能技术提升传统工业；要从调结构入手,增强工业的效率、效益和竞争力；实施制造业与生性服务业深度融合发展,重点推进产业有效率、有效益发展,顺势引导制造业和生产性服务业深度耦合,为中小微企业的创业和发展创造公平环境；要倾力激励企业进行“三位一体”的协同创新,为工业港产业转型升级提供持续动力,使工业港成为成都市乃至西部工业发展的重要组成部分。
[Abstract]:Industrial park is a highly concentrated market factor, factor of production and other factors resources, usually adopt modern management and operation system, mechanism, rely on perfect industrial infrastructure and high-quality and efficient supporting service system. To enable all industrial enterprises in the park to share resources in order to reduce unit production costs, relying on the talent, capital, technology and other factors of production formed advantages. Industrial Park is the growth pole of regional economy. It is also an effective way to accelerate the interactive development of new-type industrialization and new-type urbanization. Chengdu Modern Industrial Port has officially started construction since October 2004. The planned area is 14.3 square kilometers. According to the industrial orientation of one district and one main industry, the focus is on the development of electronic component manufacturing industry and semiconductor lighting industry. Transmission, distribution and control equipment manufacturing industry and headquarters industry. After nearly ten years of development, Chengdu modern industrial port has basically completed "one venture" to achieve rapid development, while the growth rate of the park slowed down. On the basis of field investigation and analysis of the data of Chengdu Modern Industrial Port Park and some key enterprises, this paper summarizes the problems in the transformation and upgrading of the Industrial Park, and combines with the third Industrial Revolution. The reality of the 4th global industrial transfer and the complicated situation of "three phases superposition" of China's economy put forward that the transformation and upgrading of industrial port should not only emphasize the need to attract more and more strength, but also avoid the predicament of insufficient carrying capacity of the environment. Attach importance to promoting the connotation, technology and quality of the traditional industry, especially the application of network information and intelligent technology to enhance the traditional industry; We should start with structural adjustment to enhance the efficiency, efficiency and competitiveness of industry; The implementation of deep integration of manufacturing and natural services development, focusing on the promotion of efficient and effective development of industries, homeopathic guide the deep coupling of manufacturing and producer services. Creating an equitable environment for the entrepreneurship and development of MSMEs; It is necessary to encourage enterprises to carry out "trinity" collaborative innovation, to provide continuous power for industrial transformation and upgrading of industrial port, and to make industrial port become an important part of industrial development in Chengdu and even western China.
