【摘要】：我国地方本科高校由于发展定位迷茫、人才培养与社会需求错位、发展环境不对称和资源获得能力弱,导致其在发展中陷入平庸困境。"双一流"战略破除身份壁垒、鼓励公平竞争、避免重复建设为地方本科高校摆脱平庸走向卓越带来了机遇、动力和信心。地方本科高校"创一流"建设,实现卓越发展,要做好顶层战略规划,以创一流学科为实施路径,以服务地方区域经济社会发展为使命,以人才队伍建设为举措,实行国际化战略,走错位发展、特色发展之路。
[Abstract]:Due to the confusion of development orientation, the dislocation of talent training and social demand, the asymmetric development environment and weak ability to obtain resources in local undergraduate colleges and universities in China. "double first-class" strategy breaks down identity barriers, encourages fair competition, and avoids repeated construction, which brings opportunities for local colleges and universities to get rid of mediocrity and move towards excellence. Power and confidence. In order to achieve excellent development, it is necessary to do a good job in strategic planning at the top level, take the creation of first-class disciplines as the implementation path, and serve the regional economic and social development as the mission.
