【摘要】：当前,随着经济全球化和区域一体化发展,一个国家、省份或地区范围内,毗邻城市间同城化一体化发展正在凸显为区域发展的新特点和热点。尤其是距离较近、产业互补、人文相似的城市之间,人员往来密切、要素流动频繁、经济合作紧密,逐步形成了同城化的发展趋向。国内外一些成功案例和实践证明,同城化既是当今城市发展的一种阶段形态,也是城市发展的一种战略选择,作为促进区域经济加快发展的一种崭新模式被越来越多的地方政府所选择和实践。甘肃省临夏市和临夏县同属临夏回族自治州管辖,临夏市是临夏州府所在地,是全州的政治、经济、文化和商旅中心,临夏县是临夏州的人口大县,是全州的蔬菜、生猪、鸡蛋和牛奶主要产地。两市县区位一体、资源相关、人缘相亲,合作与协同发展有着良好基础。近年来,临夏州委、州政府顺应国家和甘肃省城镇化发展趋势,提出并实施临夏市县同城化发展战略,也极大地促进了两地的合作发展。本文在相关理论研究和案例分析的基础上,通过查阅资料、实地调研、访谈座谈、问卷调查等形式,全面了解临夏市县同城化发展条件,并进行效应分析,作出适宜性判断,有针对性地提出推进发展的措施办法,目的在于以同城化加速城镇化发展,进而为临夏民族地区经济社会发展提供一些有益借鉴。
