【摘要】：随着经济社会的快速发展，县域经济在国民经济增长中占有越来越重要的地位，同时也关系到“三农”问题的解决，两个百年目标的实现，近年来不少专家学者也开始深入研究县域经济，政府也给予了足够的重视，在政府工作报告中多次提及县域发展，可见，县域经济发展将成为我国经济发展的新增长点，而县域经济要快速发展的一个前提条件是要有一个符合当地发展的特色县域经济发展模式。黑龙江省是我国的重要粮食基地，被称为国家的北大仓，但发展相对缓慢，经济较落后，希望通过本文对黑龙江省县域经济发展模式的研究，一方面可以为县域经济发展模式选择提供参考借鉴，指导县域的发展，另一方面也可以为我国县域经济发展模式理论给予补充，进一步完善我国县域经济发展模式理论体系。本文从区域经济研究的角度出发，应用县域经济学、区域经济学、产业经济学等相关理论，对黑龙江省各县域发展模式现状进行分析，充分借鉴国内外县域经济发展模式的成功经验以及失败教训，并结合各县域的基本情况，提出了优化黑龙江省各县域发展模式的依据，完善县域经济发展模式，以求更好的促进各县域经济快速发展。各县域在选择发展模式时，应依据县域环境原则、县域区位优势原则、县域产业优势原则和县域资源优势原则，按照科学发展观的要求，大力发展特色产业，加快优化城镇化布局，着重解决“三农”问题，快速发展民营企业，加强县域开放，，走可持续发展之路，并结合本地资源、人文环境、历史发展基础来优化当地的经济发展模式，最终实现县域经济的全面协调可持续发展。
[Abstract]:With the rapid development of social economy, the county economy plays a more and more important role in national economic growth, but also related to the "three rural" issues, to achieve the two goals of the century, in recent years, many experts and scholars also began in-depth study of county economy, the government has also been given enough attention in the government work report repeatedly mentioned the county development, obviously, the development of county economy will become China's new growth point of economic development, and the county economy to a rapid development of the premise is to have a development with local characteristics of county economic development model. Heilongjiang province is an important grain production base in China, known as the national Beidacang however, the relatively slow development, economy is relatively backward, hope that through the research of the models of county economic development in Heilongjiang Province, on the one hand, can provide a reference for the selection of county economic development model, To guide the development of county area, on the other hand, it can also supplement the theory of county economic development mode and further improve the theoretical system of county economic development mode in China.
In this paper, the study area from the economic perspective, the application of county economics, regional economics, industrial economics theory and so on, in the counties of Heilongjiang province development model to analyze the status quo, fully learn from the successful experience of the mode of economic development in our country, inside and outside the county lessons, combined with the basic situation of the county, put forward the optimization mode of development in the counties of Heilongjiang according to the province, improve the county economic development model, in order to better promote the rapid development of county economy.
The counties in the choice of development mode, should be based on the county environmental principles, the principles of location advantage, industry advantage principle and the principle of county county resources, in accordance with the requirements of Scientific Outlook on Development, vigorously developing industries, accelerate the optimization of the layout of urbanization, mainly to solve the "three rural issues", the rapid development of private enterprises, to strengthen the county's open, sustainable the road of development, combined with local resources, humanistic environment, foundation of historical development to optimize the mode of local economic development, and ultimately realize the comprehensive coordinated sustainable development of county economy.
