经常项目下跨境人民币国际结算研究

【摘要】：当前经济全球化和区域经济一体化的程度不断加深,中国对外贸易迅猛发展,世界经济地位不断提高,国内金融市场逐步开放,人民币汇率稳定,种种迹象表明推进我国跨境人民币国际结算的机遇悄然来临。试点以来,在国家政策的支持下,我国跨境人民币国际结算取得了显见的成就：业务量和增长率均呈现上升趋势,结算区域不断扩大,业务种类多样化。但仍旧存在一系列问题。如,从宏观角度,存在政策不健全、制度安排不到位、外汇管理不善、缺乏流通渠道、货币互换规模有限以及贸易结构不平衡等问题。从银行角度来看,由于开展新业务需要一段时间熟悉,银行从业人员缺乏相关的操作技术和意愿,产品和服务等级有待进一步提升。综上所述,跨境人民币国际结算业务的开展不可盲目乐观。文章从国际收支平衡表中的经常项目入手,系统归纳了与跨境人民币国际结算相关的货币理论,总结了国内外学者以往的研究方法和理论成果。接着分析了相关概念之间的关系,对当前跨境人民币国际结算的发展历程和现实状况进行了归纳总结。并以国有四大银行为例,阐述其具体业务程序以及跨境人民币联动新产品。再次,利用ECM计量模型分析服务贸易相对于货物贸易对跨境人民币国际结算的影响程度,指出其当前面临的现实障碍。最后,从宏观和微观层面,提出具有实际可操作性的政策建议。本文认为：①综合运用传统和新型的结算方式能够更好地促进跨境人民币资金流动。②尽管货物贸易在我国对外贸易总额中的占比远大于服务贸易,但并不意味着服务贸易对跨境人民币国际结算的促进作用小于货物贸易。③商业银行是实现跨境人民币国际结算的微观主体。跨境人民币联动新产品的推出,促使我国跨境人民币国际结算不断取得新成就。
[Abstract]:At present, the degree of economic globalization and regional economic integration is deepening, China's foreign trade is developing rapidly, the world economic status is constantly improving, the domestic financial market is gradually opening up, and the RMB exchange rate is stable. All sorts of indications indicate that the opportunity to promote the international settlement of cross-border RMB is coming quietly. Since the pilot experiment, with the support of national policies, China's cross-border RMB international settlement has made remarkable achievements: both the volume of business and the rate of growth are on the rise. The settlement area continues to expand and the types of business are diversified. However, there are still a series of problems. For example, from a macro point of view, there are imperfect policies, inadequate institutional arrangements, poor foreign exchange management, and lack of circulation channels. From the perspective of banks, because it takes some time to get familiar with new business, bank employees lack the relevant operational skills and willingness, such as the limited scale of currency swaps and the imbalance in trade structure. The level of products and services needs to be further upgraded. To sum up, the development of cross-border RMB international settlement business should not be blindly optimistic. This article starts with the current account in the balance of payments account. This paper systematically summarizes the monetary theory related to cross-border RMB international settlement, summarizes the previous research methods and theoretical achievements of domestic and foreign scholars, and then analyzes the relationship between related concepts. This paper summarizes the development course and reality of cross-border RMB international settlement. Taking the four state-owned banks as an example, it expounds its specific business procedures and cross-border RMB linkage new products. Again, Using the ECM econometric model to analyze the influence of trade in services relative to goods trade on the international settlement of cross-border RMB, and point out the practical obstacles it faces. Finally, from the macro and micro levels, the paper analyzes the impact of trade in services on the international settlement of cross-border RMB. This paper suggests that the combination of traditional and new settlement methods can better promote cross-border RMB capital flow .2 although goods trade accounts for the share of China's total foreign trade. Than trade in services, However, it does not mean that the promotion effect of service trade to cross-border RMB international settlement is less than that of goods trade .3 commercial banks are the micro main body to realize cross-border RMB international settlement. Promote our country cross-border RMB international settlement continuously obtains the new achievement.
