中蒙俄经济走廊建设探析:一种跨境次区域合作视角

【摘要】：从本质上看,中蒙俄经济走廊属于次区域经济合作范畴,目前处在区域一体化合作的初期阶段。从次区域合作理论的视角看,中蒙俄跨境次区域合作将会是一个制度化和集中化水平低、合作议题广而灵活性较强的"弱机制化"合作。在尚缺乏次区域性公共产品的情况下,中蒙俄经济走廊应率先推进基础设施的互联互通。同时,在经济走廊建设进程中应充分发挥边境省份的主要推进作用和企业的功能性一体化作用,促成企业的聚集,使得边境地区成为新的经济增长带。另外,鉴于中蒙俄三方合作缺乏足够扎实的民意基础,在经济走廊建设中,应把人文交流作为一个重点予以推进。
[Abstract]:In essence, the Sino-Mongolian-Russian economic corridor belongs to the category of sub-regional economic cooperation, and is currently in the early stage of regional integration cooperation. Cross-border sub-regional cooperation between China, Mongolia and Russia will be a "weak institutional" cooperation with low level of institutionalization and centralization, broad and flexible topics of cooperation. In the absence of sub-regional public goods, The China-Mongolia-Russian economic corridor should take the lead in promoting infrastructure connectivity. At the same time, in the process of building the economic corridor, it is necessary to give full play to the main role of the border provinces and the functional integration of enterprises, so as to promote the aggregation of enterprises. In addition, in view of the lack of a solid basis of public opinion for the trilateral cooperation between China, Mongolia and Russia, in the construction of economic corridors, humanistic exchanges should be taken as a key point to be promoted.
