从经济优先型到整体性规划:中国城市群发展新型动力建构战略及其实现路径

【摘要】：经济优先型城市群发展动力模式在国内外城市群发展演进历程中发挥重要作用。为适应全球化和信息化背景下经济社会的快速变迁和当代中国新型城镇化战略新格局的布局,整体性规划引领模式脱颖而出,原因在于其紧密结合当代中国城市群发展动力机制的创新需要和治理模式的转型实际,实现从非均衡式发展到整体性协同发展的根本转变。整体性规划引领模式从顶层设计的高度对城市群发展形成全面的、规范的整体性发展战略理念,其内涵包括顶层设计、整体性治理和法治化等三大理念,其内容包括规划引领、创新驱动、协同共赢、绩效保障和生态友好等五大战略。整体性规划引领模式的实现路径包括整体性规划前瞻引领、跨区域制度对接融合、区域经济社会文化一体化发展、多样化组织共同参与以及法治化保障落实等。整体性规划引领模式为当代中国城市群的发展提供持续稳定的制度化新型动力,将成为当代中国城市群发展的主导模式。
[Abstract]:The dynamic mode of economic priority urban agglomeration plays an important role in the evolution of urban agglomeration at home and abroad. In order to adapt to the rapid economic and social changes under the background of globalization and information and the layout of the new urbanization strategy and new pattern in contemporary China, the holistic planning leads the pattern to stand out. The reason lies in its close combination with the innovation needs of the dynamic mechanism of the development of contemporary Chinese urban agglomeration and the transformation of the governance model to realize the fundamental transformation from non-equilibrium development to holistic and coordinated development. From the height of top-level design, the holistic planning leading mode forms a comprehensive and standardized holistic strategic concept for the development of urban agglomeration. Its connotation includes three major concepts, namely, top-level design, holistic governance and legalization, and its contents include planning guidance. Innovation-driven, co-win, performance protection and ecological-friendly five strategies. The realization path of the holistic planning guidance mode includes the holistic planning prospective guidance, cross-regional institutional integration, regional economic, social and cultural integration development, the joint participation of diverse organizations and the implementation of the rule of law guarantee and so on. The integrated planning leading mode provides a new and stable power for the development of the urban agglomeration in contemporary China, and will become the leading mode of the development of the urban agglomeration in contemporary China.
