“双创”背景下四川省科技型小微企业成长的影响因素研究

【摘要】：2014年夏季达沃斯论坛上,李克强总理提出:中国要鼓励"大众创业、万众创新",并将其当成一项国策。2015年,李克强总理再次强调:打造大众创业、万众创新和增加公共产品、公共服务"双引擎";全面实施"大众创业、万众创新"国家战略,增加公共产品、公共服务成为推动中国经济发展调速不减势、量增质更优,实现中国经济提质增效升级"双引擎"。"大众创业、万众创新"已然成为新常态经济的必然选择,为四川省科技型小微企业的成长迎来了春天。科技型小微企业作为大众创业和万众创新的重要载体,如何在复杂多变的经济形势下,抓住机遇,借助政府政策、信息技术和产业集群等外力,克服诸多障碍,达到促进区域经济快速发展,是实现四川省经济结构优化调整重要目标的关键。基于此,本文落脚于双创的时代背景,通过界定科技型小微企业,结合四川省科技型小微企业发展现状,实证分析了四川省科技型小微企业成长的影响因素及影响路径,结果表示:融资能力、政策法律、金融生态影响着企业家的风险趋向,不断推动企业在创新过程中的转化能力;区域创新网络对企业决策创新能力影响显著;资源基础能够有效促进企业技术创新,政策资金能够有效提升企业创新能力的提升。为推动四川省科技型小微企业在双创背景下高速、平稳发展,本文提出了可操作性建议:政府层面,加强科技型小微企业创新创业的公共平台、金融服务支持、营造创新创业环境;企业层面,加强企业高端人才培养、加强技术创新;中介平台层面,建立健全产权交易中心、助推型中介机构,不断创新银行信贷等金融产品。
[Abstract]:In the summer of 2014 at Davos, Prime Minister Li Keqiang proposed that China should encourage "mass entrepreneurship, innovation for all" as a national policy. In 2015, Prime Minister Li Keqiang again stressed: build mass entrepreneurship, create innovation and increase public goods. Public service "double engine"; fully implement the national strategy of "mass entrepreneurship, mass innovation", increase public goods, and public service become the driving force of China's economic development and speed regulation, and increase the quantity and quality better. Realize Chinese economy raise quality efficiency upgrade "double engine". Mass entrepreneurship and innovation "has become the inevitable choice of the new normal economy, and has ushered in spring for the growth of small and micro-sized enterprises in Sichuan province." As an important carrier of mass entrepreneurship and innovation, science and technology small and micro enterprises, in the complex and changeable economic situation, how to seize the opportunity, with the help of government policies, information technology and industrial clusters, to overcome many obstacles. To promote the rapid development of regional economy is the key to realize the important goal of optimizing and adjusting the economic structure of Sichuan Province. Based on this, this paper is based on the background of double creation, through defining the science and technology small and micro enterprises, combined with the development of Sichuan science and technology small and micro enterprises, empirical analysis of Sichuan science and technology small and micro enterprises growth factors and influence path. The results show that: financing ability, policy and law, financial ecology influence entrepreneur's risk trend, promote enterprise's transformation ability in innovation process, regional innovation network has significant influence on enterprise's decision-making and innovation ability; The resource base can effectively promote the technological innovation of the enterprise, and the policy funds can effectively promote the innovation ability of the enterprise. In order to promote the high speed and steady development of science and technology small and micro enterprises in Sichuan province under the background of double creation, this paper puts forward some feasible suggestions: at the government level, strengthen the public platform for innovation and entrepreneurship of science and technology small and micro enterprises, and support the financial services. At the enterprise level, we should strengthen the training of high-end talents and strengthen technological innovation. At the level of intermediary platform, we should establish and perfect the property right transaction center, promote intermediary organizations, and constantly innovate financial products such as bank credit and so on.
