区域生物产业创新能力评价研究

【摘要】:生物产业(有的文献称“生物技术产业”)的发展在全世界受到空前重视,有科学家预言,21世纪是生物产业的世纪。远观欧美等发达国家,近几年都对生物产业发展给予高度重视,纷纷制定中长期规划,加大投入,加强合作,试图占领生物技术领域的各块高地。我国早在“十一五”期间就把生物产业作为重点发展的领域,国家发展和改革委员会称在政策上已经给予高度重视。“十二五”期间,我国将采取一系列举措,加快生物产业跨越式发展。在这样的背景下,研究生物产业创新发展与评价问题,具有重要的理论和现实意义。本文以我国省域生物产业为分析对象,展开以下五方面研究,以期为区域生物产业创新能力评价理论添砖加瓦,,对生物产业发展实践提供启示性建议。 第一,基于产业创新系统方法对生物产业创新现状进行分析。本文基于产业创新系统方法从生物产业知识和技术领域、产业创新主体和创新网络结构、产业的体制和政策对我国生物产业进行描述,并给出我国生物产业的功能和内外部的驱动力。 第二,利用德尔菲方法构建区域生物产业创新能力评价指标体系。首先,对生物产业内涵、范围进行界定描述,其次,结合国家规定和社会需求,从产业创新环境、人才与技术支撑、产业创新现状、产业创新活力(潜力)等方面设计区域生物产业创新能力评价指标,并基于中国生物技术发展中心平台,选择专家,设计问卷,使用德尔菲方法构建和完善区域生物产业创新能力评价指标体系。 第三,利用模糊Borda数方法对提出的生物产业创新能力评价指标体系进行适用性研究,进一步论证提出的指标体系合理性。本文借用模糊数学方法对生物产业创新能力评价指标体系的不适用性进行研究,研究认为提出的指标体系是适用的。 第四,利用权变理论方法测量生物产业对区域经济的支持力。论文定义生物产业对区域经济的支持力包括两大方面,一是区域生物产业的发展规模,一是区域生物产业的产出和贡献,两个方面不可替代。引入权变理论构建了生物产业发展规模指标、产出贡献指标进行了生物产业对区域经济支持力的评价研究。 第五,使用系统动力学方法(SD)对生物产业的发展机制进行分析。引入系统动力学方法,以河北省生物产业发展为例,给出生物产业发展目标,生物产业系统的边界,主要发展变量,进一步对生物产业创新发展的机理和动力机制进行研究,探索生物产业发展路径和发展措施。
[Abstract]:The development of biological industry (some literatures called "biotech industry") has received unprecedented attention in the world. Some scientists predict that the 21st century will be the century of biological industry. In recent years, developed countries such as Europe and the United States have attached great importance to the development of biological industry. They have drawn up medium- and long-term plans, increased investment, strengthened cooperation, and attempted to occupy all the highlands in the field of biotechnology. As early as the 11th Five-Year Plan period, the National Development and Reform Commission (NDRC) has attached great importance to the development of biological industry. During the five-year Plan period, China will take a series of measures to speed up the development of biological industry by leaps and bounds. Under this background, it is of great theoretical and practical significance to study the development and evaluation of biological industry innovation. This paper takes the biological industry in the province of our country as the analysis object, carries out the following five aspects of research, in order to contribute to the evaluation theory of the innovation ability of the regional biological industry, and provide enlightening suggestions to the practice of the development of the biological industry. First, based on the industrial innovation system method to analyze the current situation of biological industry innovation. Based on the industrial innovation system method, this paper describes the biological industry in China from the fields of knowledge and technology, the main body of industrial innovation and the network structure of innovation, and the system and policy of industry. The function and internal and external driving force of biological industry in China are also given. Secondly, using Delphi method to construct the evaluation index system of regional biological industry innovation ability. First of all, define and describe the connotation and scope of biological industry. Secondly, combine with national regulations and social needs, from the industrial innovation environment, talent and technology support, industrial innovation status. Based on the platform of China Biotechnology Development Center, experts are selected to design the evaluation index of the innovation ability of regional biological industry, and the questionnaire is designed based on the platform of China Biotechnology Development Center. Using Delphi method to construct and perfect the evaluation index system of regional biological industry innovation ability. Thirdly, using fuzzy Borda number method to study the applicability of the proposed evaluation index system of biological industry innovation ability, and further demonstrate the rationality of the proposed index system. In this paper, the inapplicability of the evaluation index system of the innovation ability of biological industry is studied by using the fuzzy mathematics method, and it is considered that the proposed index system is applicable. Fourth, using contingency theory to measure the support of biological industry to regional economy. The paper defines the supporting capacity of biological industry to regional economy in two aspects, one is the development scale of regional biological industry, the other is the output and contribution of regional biological industry, which can not be replaced. This paper introduces contingency theory to construct the scale index of biological industry development and the index of output contribution to evaluate the support ability of biological industry to regional economy. Fifth, the development mechanism of biological industry is analyzed by system dynamics method (SDD). By introducing the system dynamics method, taking the development of biological industry in Hebei Province as an example, the paper gives the development goal of biological industry, the boundary of biological industry system, the main development variables, and further studies the mechanism and dynamic mechanism of the innovation and development of biological industry.
