行政区划调整的经济绩效——来自县改区的证据

【摘要】：县改区政策本身在全国范围内产生了正的经济绩效,但不同地区的经济绩效高低不同,产生这一现象的原因与各地区的初始经济发展水平相关。从县改区执行过程中可以看到,存在不满足条件但仍然进行了撤县设区的地区,说明在执行前期即存在一定问题未得到重视。为此,应循序渐进有序进行县改区,因地制宜实施行政区划调整,严格执行政策实行要求,加强政策实施后的监管,充分利用工业带动作用,转换政府职能进一步放开市场管制。
[Abstract]:The policy of county reform and district reform has produced positive economic performance in the whole country, but the economic performance of different regions is different. The reason for this phenomenon is related to the initial economic development level of each region. It can be seen from the implementation process of county reform that there are some areas which do not meet the conditions but still withdraw the counties and are divided into districts, indicating that there are some problems that have not been paid attention to in the early stage of implementation. To this end, it is necessary to gradually and orderly carry out county and district reform, adjust administrative divisions according to local conditions, strictly implement policy implementation requirements, strengthen supervision after the implementation of policies, and make full use of the role of industry as a driving force. Further liberalize market control by transforming government functions.
