淮南市八公山区土地整治规划研究

【摘要】：土地整治规划作为土地利用总体规划的专项规划,是落实土地利用总体规划目标任务的重要手段,也是科学、有序开展土地整治工作、建设旱涝保收高标准基本农田以及建设美好乡村的基本依据。土地整治规划的编制是开展土地整治工作的重要指导,如何编制科学的、符合地方实际、顺应地方经济发展需求的土地整治规划,意义重大。本文首先介绍八公山区的自然条件,介绍八公山区的土壤状况、地形地貌、气候等特征。然后结合八公山区的十二五规划以及目前的区域经济发展状况,分析八公山区的社会经济基础条件及发展态势,得出八公山区发展面临的机遇与挑战。在此基础上对八公山区的土地整治规划的实践进行分析,确定土地整治的各项潜力并详细分析各项潜力,落实高标准基本农田建设任务,坚守耕地红线,提高耕地质量,实现耕地数量、质量和生态管护的统一,大力推进美好乡村建设,明确城乡建设用地增减挂钩布局安排,促进新农村建设和城乡统筹发展,增强可持续发展能力,科学制定土地整治的方针和目标,合理安排土地整治的规模布局、重点区域、重点工程和重点项目,确保田、水、路、林、村综合整治取得明显成效,土地利用结构和布局得到优化,推进散乱、废弃、损毁、闲置、低效建设用地集中整治,节约集约用地水平明显提高农村生产生活设施逐步完善,生态环境显著改善。最后从法律、行政、经济、技术方面提出完善规划实施的建议。
[Abstract]:As a special planning for the overall land use planning, land renovation planning is an important means to implement the objective tasks of the overall land use planning, and is also a scientific and orderly development of land regulation work. Construction of drought and waterlogging high standard basic farmland and the construction of beautiful rural basic basis. The compilation of land regulation planning is an important guide to carry out land regulation work. It is of great significance to draw up a scientific land regulation plan that conforms to the local reality and meets the needs of local economic development. In this paper, the natural conditions, soil condition, topography and climate of Badong Mountain are introduced. Then according to the 12th Five-Year Plan of Badong Mountain and the current situation of regional economic development, this paper analyzes the social and economic base conditions and development situation of Badong Mountain area, and concludes the opportunities and challenges faced by the development of Badong Mountain area. On this basis, the practice of land regulation planning in Badong Mountain area is analyzed, the potential of land regulation is determined and the potential is analyzed in detail, the task of high standard basic farmland construction is carried out, the red line of cultivated land is adhered to, and the quality of cultivated land is improved. To achieve the unity of cultivated land quantity, quality and ecological management and protection, vigorously promote the construction of beautiful villages, clarify the arrangement of linking the increase and decrease of urban and rural construction land, promote the construction of new rural areas and the overall development of urban and rural areas, and enhance the ability of sustainable development. Scientific formulation of policies and objectives for land regulation, rational arrangement of the scale and layout of land regulation, key areas, key projects and key projects to ensure that the comprehensive renovation of fields, water, roads, forests and villages has achieved remarkable results. The structure and layout of land use have been optimized, and scattered, abandoned, destroyed, idle, inefficient construction land has been centralized renovated, the level of saving and intensive land has been significantly improved, the rural production and living facilities have been gradually improved, and the ecological environment has been significantly improved. Finally, some suggestions are put forward to improve the implementation of the plan from the aspects of law, administration, economy and technology.
