低碳视角下的区域产学研合作创新绩效评价及影响机理研究

【摘要】:产学研合作能够大力推进区域的经济发展已成为各地区的广泛共识。但在当前建设创新型和低碳型社会的新时期,面对能源短缺、污染严重、资源浪费等现象,各区域亟需依靠高水平和高层次的产学研合作来实现低碳发展,产学研合作的广度和深度还有待进一步挖掘。然而,构筑高水平的产学研合作必须要对低碳经济时代下的区域产学研合作创新情况有一个清晰的把握和深刻的认识。因此,有必要对低碳视角下的区域产学研合作创新绩效进行全面评价,对其影响机理进行深入研究,从而为相关主体提供决策依据,助力区域创新水平的提升和区域的低碳发展。 本文首先对低碳视角下的区域产学研合作进行了概念界定,分析了低碳经济时代下产学研合作主要涉及的创新主体要素和创新环境要素,并在此基础上构建了低碳视角下的区域产学研合作创新概念模型,通过概念模型指出产学研合作创新是一个多主体共同参与的投入产出过程。其次,建立了低碳视角下的区域产学研合作创新绩效评价指标体系,运用SE-SBM模型和Malmquist指数对全国30个省、市、自治区的产学研合作创新绩效进行了静态评价和动态分析。再者,在前文研究基础上,构建了低碳视角下区域产学研合作创新系统动力学模型,并运用Vensim软件进行了政策模拟仿真,探究了低碳视角下区域产学研合作创新绩效的影响机理。最后,根据研究结果提出了合理且可行的政策建议。 本文通过研究得出:(1)创新绩效评价方面,大部分地区在低碳经济时代下的产学研合作创新情况并不乐观,近三分之二的地区为非DEA有效状态,未实现创新资源的优化配置。多数地区的技术效率指数在全要素生产率变化中未发挥关键作用。(2)创新绩效影响机理研究方面,加大政府科技投入、改进政府结构性投入能够提升专利授权量和新产品销售收入的总量,调整企业与学研方利润分配比例对专利授权量的影响不明显,,提高科技成果转化率能提高新产品销售收入,提高技术水平能够降低地区的碳排放总量。同时,本文根据研究结果,对政府、企业和高校及科研院所分别提出了针对性的对策建议。
[Abstract]:The cooperation of industry, university and research can promote the economic development of the region. However, in the new era of building an innovative and low-carbon society, facing the phenomena of energy shortage, serious pollution and waste of resources, all regions urgently need to rely on high-level and high-level cooperation between industry, education and research to realize low-carbon development. The breadth and depth of cooperation between industry, university and research need to be further excavated. However, to build a high level of industry-university-research cooperation, we must have a clear grasp and profound understanding of the innovation of regional industry-study-research cooperation in the era of low-carbon economy. Therefore, it is necessary to comprehensively evaluate the innovation performance of regional industry-university-research cooperation under the low carbon perspective, and study its influence mechanism deeply, so as to provide the decision basis for the relevant subjects. Boost the level of regional innovation and regional low-carbon development. Firstly, this paper defines the concept of regional industry-university-research cooperation from the perspective of low carbon, and analyzes the main elements of innovation and innovation environment involved in the cooperation in the era of low-carbon economy. On this basis, the concept model of regional industry-university-research cooperation innovation is constructed under the low carbon perspective. Through the conceptual model, it is pointed out that industry-university-research cooperative innovation is an input-output process in which many subjects participate together. Secondly, the paper establishes the evaluation index system of regional industry-university-research cooperative innovation performance from the perspective of low carbon, and makes a static evaluation and dynamic analysis on the performance of regional industry-university-research cooperation innovation in 30 provinces, cities and autonomous regions by using SE-SBM model and Malmquist index. Furthermore, on the basis of the previous research, the dynamic model of regional industry-university-research cooperative innovation system is constructed under the low carbon perspective, and the policy simulation is carried out by using Vensim software. This paper probes into the influence mechanism of regional industry, college and research cooperation innovation performance under low carbon perspective. Finally, according to the results of the study, reasonable and feasible policy recommendations are put forward. The main conclusions are as follows: (1) in the aspect of evaluation of innovation performance, the innovation situation of industry, college and research cooperation in most regions in the era of low-carbon economy is not optimistic. Nearly 2/3 of the regions are non-DEA efficient, and the optimal allocation of innovation resources has not been realized. The technical efficiency index in most regions has not played a key role in the change of total factor productivity. (2) the research on the mechanism of the impact of innovation performance, increasing the government investment in science and technology, Improving the government's structural input can increase the amount of patent license and the total sales income of new products, adjust the proportion of profit distribution between enterprises and research parties has no obvious impact on the amount of patent license, and increase the conversion rate of scientific and technological achievements can increase the sales income of new products. Raising the level of technology can reduce the total amount of carbon emissions in the region. At the same time, according to the research results, this paper puts forward corresponding countermeasures and suggestions to the government, enterprises, universities and scientific research institutes.
