【摘要】：20世纪90年代以来，，我国区域间出现经济增长失衡、资源配置不合理、收入差距拉大、利益冲突增加、环境污染严重等一系列问题，区域经济协调发展问题日益成为经济、社会、政治、生活中的焦点和热点。这些经济与社会、地区与地区、人与自然之间的问题，越来越制约了我国经济社会可持续发展。中国区域经济发展中的诸多问题，固然有自然、历史等因素的影响，但根本原因还是我国的体制机制不完善、制度安排不合理等制度问题，即没有一个全方位、系统性、长效性的区域经济协调发展制度。如人口和劳动力流动受到户籍制度制约，产业转移和生产力布局受到行政区划的限制，资源输出地与经济发达地区的利益协调关系受到财税、价格体制的制约，各级政府财权和事权匹配不合理等。当前，我国社会主义市场经济体制尚在完善阶段，资源要素自由流动的壁垒尚未完全消除，与实现区域经济协调发展目标相匹配的法律体系、财税体制、激励约束、评价体系等制度还不健全，这些体制性、机制性等制度问题一定程度上抑制了各地区自我发展的动力，对区域经济协调发展带来一定的负面影响。新制度经济学认为经济发展实质上是更有效利用资源的制度变迁过程，把制度作为解释经济增长的一个内生变量，与资本、劳动力、技术等一起成为能够影响经济绩效的关键因素，强调区域经济协调发展的更深层次的需求来自于制度变迁和制度创新。近年来，国内外对区域经济协调发展问题的研究较多，从不同视角对区域经济协调发展制度进行广泛而深入的研究。但是，在现有的相关研究文献中，从制度经济学角度对区域经济协调发展作全方位、多层次、系统性的研究不足。并且现有的理论分析和实证分析尚存有一定的局限性，关于区域经济协调发展制度的理论基础研究仍然不足。一是区域经济协调发展制度尚未统一明确的概念、内涵；二是缺少对区域经济协调发展制度的评价标准和评价方法研究；三是缺乏区域经济协调发展制度的系统研究。本文基于制度经济学理论方法，对中国区域经济协调发展制度进行了深入探讨，构建了中国区域经济协调发展制度的分析框架。全文共分为7部分。第一部分为导论。这部分主要是阐述本文的选题背景与选题意义，介绍了本文所采用新制度经济学等研究方法与框架结构，并提出本文的可能创新与不足之处。第二部分为区域经济协调发展制度研究综述及评析。这部分主要是概述了国内学者在区域经济协调发展的市场体系、财税、法律、金融、户籍、区域政策等制度方面的研究成果和国外学者对制度的定义、制度与经济发展的关系、区域经济协调发展制度等方面的研究成果，并对研究进行简单的评析。第三部分为区域经济协调发展制度的理论基础。这部分主要是对本研究所应用到的制度经济学、区域经济学等相关经济学理论进行简述，主要包括区域经济理论、新制度经济学理论和区域经济协调发展制度。第四部分为中国区域经济协调发展制度分析。这部分主要是通过分析区域经济协调发展制度变迁的特点、方式、动因、绩效，理清中国区域经济协调发展制度变迁脉络。在研究中国区域经济协调发展制度的构成、制订、实施、效率等基础上，梳理了中国区域经济协调发展制度在市场制度、财税制度、对外开放制度、金融制度、人口管理制度等方面存在的问题，分析了区域经济协调发展制度存在问题的原因，即区域经济协调发展战略思想影响、法律制度缺乏、中央与地方、区域与区域之间的博弈和制度制订松散化等。第五部分为国外区域经济协调发展制度及启示。主要分为两个部分。一是国外区域经济协调发展制度。理清了美国、欧盟、德国、日本等国家或地区在区域经济协调发展制度方面的做法。二是国外区域经济协调发展制度的启示。归纳总结出这些国家或地区在建立区域经济协调发展组织架构、建立促进区域经济协调发展的法律制度、完善财政税收金融制度、推进区域合作制度建设等制度建设方面的成功经验。第六部分为完善中国区域经济协调发展制度对策。这部分主要从完善法律制度、互利制度、激励约束制度、社会管理制度、市场制度、评价制度等方面提出制度建议。法律制度包括建立健全专项法律制度、清理规范现有法律制度、建立区域经济协调发展基本法、完善区域经济协调发展法律制定程序；互利制度包括创新发展区域合作机制和建立区域协调发展工作机制；激励约束制度包括深化财税体制改革、深化投融资体制改革、加快生态文明制度建设；社会管理制度包括创新社会治理体制、加快政府职能转变、加快户籍制度改革；市场制度包括建立健全市场经济体系、加快社会信用体系建设、加强市场监管体系建设；评价制度包括建立科学的绩效评价体系、完善规划实施和评估机制。第七部分为结论与讨论。这部分主要对全文进行总结，并对本研究的未来发展、研究趋势作简单的展望。
