【摘要】：伴随着深圳经济的发展，单一的“出租”经济使社区集体经济面临着发展瓶颈，政府和基层社区集体经济博弈现象越来越严重，集体经济本身在发展方向、战略定位上一直不明确。而探讨集体经济当前存在问题导致的经济停滞，以及政府何种策略帮助集体经济确立企业定位，提高核心竞争力，，对地方经济和社会全面发展具有重要意义。深圳市坪山新区社区集体经济是由原农村经济衍生而来,是在原村委会和村居民小组的基础上将原有资产折股量化改制而成。坪山新区社区集体经济体主营业务单一、组织架构职能不清、经营福利性过强、资产产权不明晰、工业园区碎片化等是造成目前发展经营困境的重要因素，而制度困境、与政府博弈、土地流转法律依据不充分、寻租现象等种种问题导致企业的发展和定位都存在问题，直接影响了当地整体经济增长和社会发展稳定。本文通过对坪山新区社区集体存在问题的分析，对社区集体经济体的制度变迁、历史遗留等因素进行研究分析，针对存在的问题从经营发展、资源管理、社会激励三个方面进行发展策略研究，并完善产业结构、财政和金融政策及通过制度创新来保障社区集体经济管理策略的有效实施。本文的研究旨在探讨社区集体经济发展研究，形成社区集体经济健康持续发展管理策略及其保障措施，为坪山新区社区集体经济未来发展提供理论及实践指导。
[Abstract]:With the development of Shenzhen economy, the single "rental" economy makes the community collective economy face the bottleneck of development. The game phenomenon between the government and the grass-roots community collective economy is becoming more and more serious, and the collective economy itself is developing in the direction. The strategic orientation has not been clear. And to explore the current problems in the collective economy caused by economic stagnation, and what government strategies to help collective economy to establish enterprise positioning, improve the core competitiveness. It is of great significance to the overall development of local economy and society. Community collective economy in Pingshan New District of Shenzhen City is derived from the original rural economy. On the basis of the original village committee and the village residents group, the original assets conversion system is changed. Pingshan New area community collective economy business is single, organizational structure is unclear, management welfare is too strong. The property rights of assets are not clear, the fragmentation of industrial parks is an important factor causing the current difficulties of development and management, and the system dilemma, game with the government, land transfer legal basis is not sufficient. Various problems, such as rent-seeking phenomenon, lead to the problems in the development and positioning of enterprises, which directly affect the overall economic growth and social development of local stability. Through the analysis of community collective problems in Pingshan New District, this paper studies and analyzes the institutional changes of community collective economy, historical legacy and other factors, aiming at the existing problems from management development, resource management. This paper studies the development strategies in three aspects of social incentives, and improves the industrial structure, fiscal and monetary policies, and ensures the effective implementation of community collective economic management strategies through institutional innovation. The purpose of this paper is to study the development of community collective economy, and to form the management strategy and guarantee measures for the healthy and sustainable development of community collective economy. To provide theoretical and practical guidance for the future development of community collective economy in Pingshan New District.
