【摘要】:改革开放以来,我国经济高速发展,经济发展模式正在由效率驱动向创新驱动模式转变,创新驱动经济已经成为国家重大的发展战略。西部地区作为国家实现创新驱动发展战略的重要支点,研究西部地区产业发展与人才集聚的关系,构建面向产业的良性的人才流动与集聚模式具有重要的现实意义。 本文首先通过相关理论研究了人才、人才集聚、知识集群、产业集群的内涵及其相互关系,认为知识集群是产业集群发展的核心,人才是知识的重要载体,人才集群是知识集群扩散的重要通道,为产业集群的发展提供重要的人才和技术支撑;产业集群是知识集群发展的重要基础,为知识集群的形成于发展提供市场动力,为人才集群提供重要的物质保障和精神支持。知识集群、人才集聚与产业集群相辅相成,缺一不可。 其次,本文通过人口总数、人口出生率、平均受教育年限、教育基尼系数、卫生经费比、老年人口抚养比、第三产业就业人数比和城镇人口比八个指标,研究区域人口素质变迁与经济增长的关系定量分析东西部地区经济发展的不平衡态势和所处的发展阶段。选取了32个省市自治区1997-2010年数据,采用因子分析法构造了人口综合素质指数,并运用道格拉斯生产函数模型分总体和地区进行混合面板数据回归,发现人口素质对经济增长影响显著,且东、中、西部和东北地区人口素质差异明显,对经济增长的贡献率也相差悬殊,结果显示西部地区属于劳动密集型发展阶段,,中部和东北地区属于资本拉动型阶段,东部地区属于人口素质推动型阶段。证实了人才的流动对经济发展具有重要贡献,且经济发展程度越高,人才贡献比越高。 再次,分析了我国西部地区的产业发展与人才集聚现状、困境,发现西部地区人才资源的配置方式难以适应区域产业的规划调整;人才资源的结构性调整难以融入区域产业的优化升级;人才资源的投入水平难以匹配区域产业的规模化、标准化、本土化;人才资源的相关制度保障难以支撑区域产业的创新驱动。 最后,通过对知识集群-人才集聚-产业集群的互动性分析,提出知识集群-人才集聚-产业集群-国家政策环境-中介组织五位一体的政策建议系统,能够成功的连接知识与产业集群,通过人才流动与集聚能有效的将上游的知识与技术转移至产业,产业能够将富含技术与知识的产品销售给终端消费者或者中间商,促进知识的流动与技术的变革、创新,加强与全球产品网络的外在连接,提升区域科技水平和组织的研发能力,加速西部地区产业集群规模化,进而促进西部地区经济的快速发展。
[Abstract]:Since the reform and opening up, China's economy is developing at a high speed, and the mode of economic development is changing from efficiency driven mode to innovation-driven mode. Innovation-driven economy has become a major national development strategy. As an important fulcrum of national innovation-driven development strategy, this paper studies the relationship between industrial development and talent gathering in the western region. It is of great practical significance to construct a benign pattern of talent flow and agglomeration for industry. Firstly, this paper studies the connotation and relationship of talent, talent gathering, knowledge cluster and industrial cluster through relevant theories, and thinks that knowledge cluster is the core of industrial cluster development, and talent is an important carrier of knowledge. Talent cluster is an important channel for the diffusion of knowledge clusters, which provides important talents and technical support for the development of industrial clusters. Industrial cluster is an important foundation for the development of knowledge cluster. It provides market power for the formation of knowledge cluster and provides important material and spiritual support for talent cluster. Talent agglomeration and industrial cluster complement each other, one is indispensable. Secondly, through the total population, birth rate, average years of education, Gini coefficient of education, health expenditure ratio, elderly population dependency ratio, tertiary industry employment ratio and urban population ratio of eight indicators. To study the relationship between regional population quality change and economic growth quantitative analysis of the imbalance of economic development in the eastern and western regions and the stage of development. The data of 32 provinces and autonomous regions from 1997 to 2010 were selected. Factor analysis method is used to construct population comprehensive quality index, and Douglas production function model is used to regress mixed panel data. It is found that population quality has a significant impact on economic growth, and east and middle. The difference of population quality between the west and the northeast is obvious, and the contribution rate to the economic growth is also very different. The result shows that the western region belongs to the labor-intensive development stage, and the central and northeast regions belong to the capital-driven stage. It is proved that the flow of talents has important contribution to economic development, and the higher the level of economic development, the higher the contribution ratio of talents. Thirdly, the paper analyzes the present situation of industrial development and talent agglomeration in the western region of China, and finds that the allocation of human resources in the western region is difficult to adapt to the planning and adjustment of regional industry. The structural adjustment of human resources is difficult to integrate into the optimization and upgrading of regional industries; The investment level of human resources is difficult to match the scale, standardization and localization of regional industry; The system guarantee of talent resources is difficult to support the innovation drive of regional industry. Finally, through the interactive analysis of knowledge cluster, talent agglomeration and industrial cluster, the paper puts forward the policy advice system of knowledge cluster, talent agglomeration, industrial cluster, national policy environment and intermediary organization. Can successfully link knowledge and industrial clusters, through the flow and concentration of talents can effectively transfer upstream knowledge and technology to industry. Industry can sell products rich in technology and knowledge to end consumers or middlemen, promote the flow of knowledge and technological change, innovation, and strengthen the external connection with the global product network. Promote the level of regional science and technology and organization of R & D, accelerate the scale of industrial clusters in the western region, and then promote the rapid economic development of the western region.
