以开放促改革:一个中国成功发展的经验

【摘要】：针对最近一个时期来逆全球化的思潮和改革碰到的阻力,有必要总结我国改革开放近40年的若干成功经验以应对。以开放促进改革,就是这样一个成功经验的重要组成部分。设立经济特区、引进外资、加入WTO、沪港通、上海自贸区试点、"一带一路"建设等等,都是开放促改革的经典性案例,其中一些案例还体现出"开放也是改革"的特性。总结这些成功经验,有助于我们今天探索有效落实改革举措和进一步有序开放的新思路。
[Abstract]:In view of the trend of thought against globalization in the recent period and the resistance encountered by the reform, it is necessary to sum up some successful experiences of China's reform and opening up in the past 40 years in order to deal with it and to promote reform by opening up to the outside world. This is an important component of such a successful experience. The establishment of special economic zones, the introduction of foreign capital, the entry of WTO, the Shanghai-Hong Kong Stock Connect, the Shanghai Free Trade Zone pilot project, the construction of "Belt and Road", and so on are all classic cases of opening up and promoting reform. Some of these cases also reflect the characteristics of "opening up is also reform". Summarizing these successful experiences will help us explore new ideas for effective implementation of reform measures and further orderly opening up today.
