黑龙江省城乡居民收入差距问题研究

【摘要】：我国是一个农业大国,经济以农业为主,与经济发展的“三农”问题,国家质量关系到社会的稳定和繁荣国家相关。近年来,收入分配越来越成为人们关注的一个热点话题。收入分配是社会民生的头等大事,也是一项复杂而庞大的系统工程。“十二五”规划纲要就深化收入分配体制改革、合理调整收入分配关系作了详细地阐述,明确了收入分配关系的“路线图”和重点。兼顾公平与效率、合理的收入分配制度,是社会经济发展和公平正义的重要体现。党的十六届五中全会也明确提出：要完善按劳分配为主体、多种分配方式并存的分配制度,坚持各种要素按照贡献参与分配,更加注重社会公平,加大调节收入分配的力度,努力缓解地区之间和部分社会成员收入差距扩大的趋势。在本文中,以黑龙江省为例,以刘易斯二元经济结构理论、库兹涅茨的倒“U”型理论、拉尼斯—费景汉结构转换理论、马克思主义的按劳分配理论为基础,对黑龙江省城乡居民收入状况进行分析,进而阐述了城乡居民收入差距现状,并总结了收入差距扩大的原因,运用主成分回归分析方法和多元回归分析方法对影响黑龙江省城乡居民收入差距的因素进行实证研究。通过对黑龙江省城乡居民收入差距现状的分析,结合黑龙江省城乡居民收入差距扩大的原因和影响因素的实证分析,提出了缩小收入差距的政策建议。本文表明,黑龙江省城乡居民收入差距总体上呈现逐年扩大的趋势,主要有四个方面的原因：(1)政府的政策(2)二元经济结构(3)城乡产业结构的差异(4)城乡就业人口的影响(5)社会保障制度。通过实证研究得出的结论同样表明,影响黑龙江省城乡居民收入差距的关键因素是：(1)二元结构系数。(2)人均GDP(3)第一产业发展速度(4)工业化进程(5)非农产业从业人员比重。本文最后提出了缩小黑龙江省城乡居民收入差距的五点对策建议：(1)改革城乡二元结构,积极推进小城镇建设,提高城市化水平(2)推进农业产业化进程,促进农民增收(3)加大农业投入和补贴力度(4)加大农村教育投入,发展农业教育,培养农业科技人才(5)加强农村社会保障制度,完善社会保障体系。
[Abstract]:China is a large agricultural country, agriculture based economy, and the economic development of the "three rural issues", the national quality is related to the social stability and prosperity of the country. In recent years, more and more income distribution has become a hot topic of concern. The income distribution is a top priority for the livelihood of the people, is a complex and the huge system engineering. "12th Five-Year" plan on deepening the reform of income distribution system, adjust the income distribution relationship was elaborated, the income distribution relations of the "roadmap" and focus. Both fairness and efficiency, reasonable income distribution system, is an important manifestation of social economic development and the fairness and justice of the party. The fifth Plenary Session of the 16th CPC Central Committee also clearly stated: to improve distribution according to work as the main distribution system, a variety of modes of distribution coexist, adhere to various factors participate in the distribution according to contribution, pay more attention to the social Fair, increase the intensity of the adjustment of income distribution, and try to ease the trend of the widening income gap between the regions and some members of the society.
In this paper, taking Heilongjiang Province as an example, to Lewis two yuan of economic structure theory, Kuznets inverted "U" theory, Fei Jinghan Ranis structural transfer theory, Marx's theory of distribution according to work is based on the income of urban and rural residents in Heilongjiang province were analyzed, and then expounds the current situation of the income gap between urban and rural residents, and summed up the reasons for the widening income gap, using principal component regression analysis and multiple regression analysis for empirical research on the influencing factors of the income gap between urban and rural residents in Heilongjiang province. Through the analysis of the status quo of Heilongjiang provincial capital income gap between urban and rural residents, with the expansion of the income gap between urban and rural residents in Heilongjiang province to analyze the factors of cause and effect. Put forward policy suggestions to reduce the income gap.
This paper shows that the income gap between urban and rural residents in Heilongjiang province showed a trend of increasing, there are four main reasons: (1) the policy of the government (2) the economic structure of two yuan (3) between the urban and rural industrial structure (4) effects of urban and rural employment population (5) avoidance system of social insurance through empirical. The conclusion also shows that the key factor affecting the income gap between urban and rural residents in Heilongjiang province are: (1) two yuan structure coefficient. (2) GDP (3) first per capita rate of Industrial Development (4) industrialization process (5) the proportion of employees in non-agricultural industries.
This paper finally puts forward five countermeasures to narrow the income gap between urban and rural residents in Heilongjiang Province: (1) the reform of two structure in urban and rural areas, and actively promote the construction of small towns, improve the city level (2) promoting the industrialization of agriculture, increase farmers' income (3) increase the agricultural investment and subsidies (4) to increase investment in rural education the development of agriculture, education, training of agricultural science and technology personnel (5) to strengthen the rural social security system, improve the social security system.
