昌吉州县域经济协调发展问题研究

【摘要】：西部大开发以来，随着昌吉州经济迅速发展，综合实力在市场经济发展过程中有了明显增加，虽然经济发展取得了一些成绩，但由于各种原因，各县市之间的经济差异开始凸显并趋于拉大，这将会是昌吉州经济进一步发展和经济质量进一步提高的障碍和制约因素。在构建和谐社会的背景下，科学的认识和对待昌吉州县域经济差异问题，寻求有效措施促进县域合作与协调发展，对于促昌吉州经济的整体发展，实现统筹全州协调发展有着极其重要的意义。本人参考大量国内外研究成果，通过将昌吉州及各县市经济发展水平进行横向和纵向的比较，形象地描述当前昌吉州县域经济发展现状，对昌吉州县域经济发展状况有初步的了解。主要运用单指标测度的统计方法，采用人均GDP指标，从时间序列和空间序列上对昌吉州各县市的经济差异状况进行了实证分析，并描述昌吉州七个县市1998年-2012年经济差异时空动态变化情况。首先，以昌吉州各县市地区生产总值的人均值作为测度指标，通过定量分析方法，如变异系数，极值比、极差、标准差等，分析了昌吉州各县市之间相对差异和绝对差异状况，即昌吉州各县市绝对差异和相对差异基本呈扩大趋势，但扩大速度有所下降，绝对差异扩大速度比相对差异要快，因此能够合理把握好昌吉州各县市经济的适度差距。其次是，利用各县市的人均GDP与全州人均GDP的离差、相对发展率等，，对昌吉州各县市经济差异的空间特征进行分析。结合不同的县市类型，分别从历史发展基础、固定资产投资和政策安排等因素出发，分析昌吉州县域经济非均衡发展的原因。论文根据对昌吉州各县市经济发展的聚类分析，把昌吉州各县市经济发展情况划分为三种类型。在此基础上，针对各县市的实际情况，提出了昌吉州县域经济协调发展的对策。
[Abstract]:Since the great development of the western region, with the rapid economic development of Changji Prefecture, the comprehensive strength has obviously increased in the course of the development of the market economy. Although the economic development has made some achievements, but for various reasons,The economic difference between counties and cities has begun to highlight and tend to widen, which will be the obstacles and constraints for the further development of the economy and the further improvement of economic quality in Changji Prefecture.Under the background of building a harmonious society, the scientific understanding and treatment of the difference of the county economy in Changji Prefecture, and the search for effective measures to promote the cooperation and coordinated development of the county area, will promote the overall development of the economy of Changji Prefecture.It is of great significance to realize the coordinated development of the whole state.I refer to a large number of domestic and foreign research results, by comparing the level of economic development in Changji Prefecture and counties and cities horizontally and vertically, I vividly describe the current state of economic development in Changji Prefecture.Changji County economy has a preliminary understanding of the state of development.By using the statistical method of single index measure and GDP index per capita, the paper makes an empirical analysis on the economic difference of each county and city in Changji from time series and space series.The temporal and spatial dynamic changes of economic differences between 1998 and 2012 in seven counties and cities of Changji were described.First of all, taking the human mean value of the GDP of the counties and cities in Changji as the measure index, through quantitative analysis methods, such as coefficient of variation, extreme value ratio, extreme deviation, standard deviation and so on, the relative and absolute differences among counties and cities in Changji state are analyzed.That is, the absolute and relative differences of the counties and cities in Changji prefecture have the trend of expansion, but the speed of expansion has decreased, and the expansion speed of the absolute differences is faster than the relative differences, so we can reasonably grasp the moderate economic gap of the counties and cities in Changji.Secondly, this paper analyzes the spatial characteristics of the economic differences between the counties and cities of Changji by using the difference between the per capita GDP of each county and the average GDP of the whole state, the relative development rate and so on.Combined with different county and city types, this paper analyzes the reasons for the unbalanced development of the county economy in Changji from the historical development basis, fixed asset investment and policy arrangement.According to the cluster analysis of the economic development of the counties and cities in Changji, the economic development of the counties and cities in Changji is divided into three types.On the basis of this, according to the actual situation of each county and city, the countermeasures of the coordinated development of the county economy in Changji Prefecture are put forward.
