“一带一路”建设背景下中蒙贸易合作研究

【摘要】：2013年中国国家主席提出了“一带一路”的战略构想,这是中国第一次提出关于与各个国家大型的贸易计划,在该计划当中,与蒙古国的贸易关系占有重要地位。因此,基于“一带一路”思想对中蒙经济贸易合作的研究也变得更具现实价值。“一带一路”并不是传统意义上的经济通道建设,其更深层次的含义涵盖了各国之间在政策方面的沟通、贸易的畅通、道路的联通以及货币的流通,最后达成全世界人民民心的相通的意蕴。“一带一路”象征着一个活跃共生的、关系紧密的大经济区的建立。据此,从分析中蒙贸易合作现状入手,尤其是针对目前占据主导位置中蒙之间的能源合作现状分析,结合中蒙贸易结合度,论证了“一带一路”背景下,将有利于促进中蒙贸易交通运输资金的改善,加深贸易合作深度,如拓展能源贸易合作、丰富矿产贸易发展等;有利于促进引入更多的中国资金对蒙古国直接投资而且与蒙古国的“草原之路”政策可以对接的论点。并基于“一带一路”的理念,给出了提升中蒙贸易合作水平的在"一带一路"战略下积极争取设立中蒙自贸区、消除目前中蒙之间贸易壁垒及规则限和拓展自贸区贸易类别范围、新背景下蒙古国构建中蒙贸易合作的机制具体措施、以“亚投行”为契机加快建设沿边金融改革试验区和拓展中蒙贸易合作种类,优化双方贸易结构,创造中蒙贸易合作交流的新模式,扩展中蒙经济圈范围,“一带一路”战略构想下拓展中蒙合作新模式等的对策。
[Abstract]:In 2013, the Chinese president put forward the strategic concept of "Belt and Road", which is the first time that China has put forward a large-scale trade plan with various countries, in which trade relations with Mongolia play an important role.Therefore, the study of economic and trade cooperation between China and Mongolia based on Belt and Road's thought has become more practical."Belt and Road" is not the construction of economic passage in the traditional sense. Its deeper meaning covers the communication between countries in policy, the smooth flow of trade, the connection of roads and the circulation of money.Finally, the people of the world reached the same meaning.Belt and Road symbolizes the establishment of an active symbiotic and closely related economic zone.Based on this, this paper analyzes the current situation of Sino-Mongolian trade cooperation, especially in view of the current situation of energy cooperation between Mongolia and China occupying the dominant position at present, and demonstrates the background of "Belt and Road" in the light of the degree of trade integration between China and Mongolia.It will help to promote the improvement of Sino-Mongolian trade and transportation funds, deepen the depth of trade cooperation, such as expanding energy trade cooperation, enriching the development of mineral trade, etc.Arguments conducive to the introduction of more Chinese direct investment in Mongolia and to Mongolia's "Prairie Road" policy.And based on the concept of "Belt and Road", this paper puts forward the positive efforts to establish a China-Mongolia free trade zone under the "Belt and Road" strategy to enhance the level of trade cooperation between China and Mongolia.To eliminate the current trade barriers and rules between China and Mongolia and to expand the scope of trade categories in the Free Trade Zone. In the new context, the concrete measures for Mongolia to establish a mechanism for trade cooperation between China and Mongolia,Taking the "AIIB" as an opportunity to speed up the construction of the financial reform pilot area along the border, to expand the trade cooperation between China and Mongolia, to optimize the trade structure between the two sides, to create a new mode of trade cooperation and exchange between China and Mongolia, and to expand the scope of the economic circle between China and Mongolia.The countermeasures of expanding the new mode of cooperation between China and Mongolia under the strategic conception of Belt and Road.
