【摘要】：分配制度问题影响的范围不仅仅是经济、社会方面,还涉及到政治、法制等领域,对社会公平和经济发展产生根本性的作用。学者们围绕这个问题做了大量研究,纷纷献言献策,有力推动了党和政府出台相关政策调整收入差距过大的问题,以实现个人收入分配的公平。本文通过分析目前国内外分配制度改革的实际情况,并结合一定的数据,提出目前存在的分配问题,然后以这些问题为纲探讨相关的方略,以促进分配制度的有效改革,在分配公平的角度上从加强调控、西部大开发、建设新农村、促进就业四个方面做出政策选择,实现社会公平和经济发展的双赢。论文正文包括五个部分，第一部分主要介绍我国新时期收入分配制度的理论渊源。从仔细研究马克思、恩格斯、列宁等革命理论先驱到中国共产党的领导人毛泽东的经典文献中,认真梳理他们关于分配理论大量精辟而深刻的论述,为本课题研究提供理论支撑。第二部分介绍了新时期我国收入分配制度改革的起始阶段，主要是从十一届三中全会—十四大期间，在这段期间我国实行的一系列分配方式，与对我国以后产生的影响。这也是实现分配公平的前提和基础等，分析了我国经济建设初期的我国面临的一些问题，以及在分析我国收入分配制度从盲目到理性的过程中总结经验。第三部分介绍了新时期我国收入分配制度改革的深入阶段。主要从一九八九年到十六大的召开期间，自十四大的召开确立了我国经济体制改革的目标后，在社会不断发展的大环境下收入分配制度也在不断完善。我国的收入分配制度随着时代的不断发展进步，先后不断提出一些新的理论成果，将我国社会主义收入分配制度提高到一个新的阶段，标志着我国社会主义市场经济理论在市场化取向的确立。第四部分介绍了新时期我国收入分配制度改革的完善阶段。从十六大的召开一直到今天，社会主义经济体制不断在实践中摸索，不仅是在新时期对我国收入分配理论探索一些新的政策变化与思考范围，而是对一些涉及收入初次分配的问题重新的思考，但更多的是较之前的理论更具系统和理论化了，，国家将创造条件,让更多群众拥有财产性收入、提高劳动报酬在初次分配中的比重，到加快建立覆盖城乡居民的社会保障体系等理论已经逐渐得到显现，现已经形成一个完善的社会主义经济体制。第五部分介绍了新时期下我国收入分配制度改革的基本经验。分配制度的发展研究是一个发展过程，是与时俱进的。每个阶段都会呈现不同的状态。在研究该问题时，应当及时更新研究材料，与过去一段时间的材料进行对比分析。比如再分配更加注重公平原则、协调各方面利益、从中国实际出发等理论的创新。都是在中国社会主义经济发展中，总结在建设过程中取得的建设成果和宝贵经验，以及出现的问题和对策。
[Abstract]:The distribution system affects not only the economic and social aspects, but also the political, legal and other fields, which play a fundamental role in social equity and economic development. Scholars have made a great deal of research on this issue and offered suggestions one after another, which has promoted the Party and the government to issue relevant policies to adjust the problem of excessive income gap in order to realize the fairness of personal income distribution. By analyzing the actual situation of the reform of distribution system at home and abroad and combining with certain data, this paper puts forward the existing distribution problems, and then discusses the relevant strategies in order to promote the effective reform of the distribution system. From the perspective of distributive equity, we should make policy choices from four aspects: strengthening regulation and control, developing the western region, building new countryside and promoting employment, so as to realize the win-win situation between social equity and economic development. The paper includes five parts. The first part mainly introduces the theoretical origin of income distribution system in the new period of our country. From a careful study of Marx, Engels, Lenin, and other pioneers of revolutionary theory to the classical literature of Mao Zedong, the leader of the Communist Party of China, they carefully combed through their numerous incisive and profound expositions on the theory of distribution. To provide theoretical support for this research. The second part introduces the initial stage of the reform of China's income distribution system in the new period, mainly from the period of the third Plenary session of the Eleventh Central Committee to the 14th National Congress of the CPC Central Committee. This is also the premise and foundation of realizing the fair distribution. This paper analyzes some problems that our country faces in the initial stage of economic construction, and sums up the experience in the process of analyzing the income distribution system of our country from blind to rational. The third part introduces the deep stage of China's income distribution system reform in the new period. During the period from 1989 to the 16th National Congress, since the 14th National Congress of the Communist Party of China established the goal of economic system reform, the income distribution system has been continuously improved under the environment of social development. With the continuous development and progress of the times, China's income distribution system has put forward some new theoretical achievements one after another, raising the socialist income distribution system of our country to a new stage. Marks our country socialist market economy theory in the market orientation establishment. The fourth part introduces the perfect stage of China's income distribution system reform in the new period. From the convening of the 16th National Congress to today, the socialist economic system is constantly groping in practice, not only to explore some new policy changes and scope of thinking on the theory of income distribution in our country in the new period. Rather, it reconsiders some of the issues concerning the initial distribution of income, but what is more systematic and theoretical than previous theories, the state will create conditions for more people to own property income. To improve the proportion of labor reward in the initial distribution to accelerate the establishment of a social security system covering urban and rural residents has been gradually revealed and has now formed a perfect socialist economic system. The fifth part introduces the basic experience of China's income distribution system reform in the new period. The research on the development of distribution system is a process of development and keeps pace with the times. Each stage presents a different state. In studying this problem, the research materials should be updated and compared with those of the past. For example, redistribution pays more attention to the principle of fairness, coordinates the interests of all sides, and innovates the theory from the reality of China. In the course of China's socialist economic development, the paper summarizes the achievements and valuable experiences in the process of construction, as well as the problems and countermeasures.
