山东省县域经济发展评价及对策研究

【摘要】：县域经济是山东省域经济的重要组成，县域强，则全省强，县域经济的发展关系到产业开发重点、经济结构调整、发展规划制定等一系列重大问题，对经济发展有重要意义。山东省县域经济发展自2012年以来进入转型阶段，发展势头良好。另外山东省县域经济发展存在诸多问题，比如当前山东省县域经济发展总体呈现由低端产业向高端产业过渡、由点状经济向特色集群发展，其次是强县不够强，弱县比较多，最后是县域企业经营面临较多困难。评价山东省县域经济的发展，并制定合理对策和建议有重要意义。论文首先对国内外区域经济发展理论进行了梳理和评述，通过明确县域经济的内涵、特征，进一步了解山东省县域经济发展历史阶段和总体特征，，在借鉴山东省县域经济发展典型模式、外省和外地区县域经济发展模式，并总结启示的基础上，对山东省县域经济发展做出综合评价。结合单指标评价、多指标评价和SWOT分析，研究了山东省所辖的116个县级市、县以及区在2008—2012年县域经济差异变化的时空特征，对县域经济发展进行系统诊断。论文提出多层次、多领域、针对性强的政策措施，以期达到做大做强县域经济，提升山东省综合实力的目的。
[Abstract]:County economy is an important component of Shandong province. The development of county economy is related to the key points of industrial development, the adjustment of economic structure, the formulation of development planning and so on, which is of great significance to economic development. The county economy of Shandong Province has entered the transition stage since 2012, and the development momentum is good. In addition, there are many problems in the development of county economy in Shandong Province. For example, at present, the development of county economy in Shandong Province generally presents a transition from low-end industry to high-end industry, from point economy to characteristic cluster, followed by strong counties not strong enough, and weak counties more than others. Finally, county enterprises face more difficulties. It is of great significance to evaluate the development of county economy in Shandong Province and to formulate reasonable countermeasures and suggestions. Firstly, this paper reviews the theories of regional economic development at home and abroad, and further understands the historical stage and overall characteristics of county economy in Shandong Province by defining the connotation and characteristics of county economy. Based on the model of county economy development in Shandong province and the county economy development model in other provinces and regions, and on the basis of summing up the enlightenment, this paper makes a comprehensive evaluation of county economy development in Shandong province. Combined with single-index evaluation, multi-index evaluation and SWOT analysis, this paper studies the temporal and spatial characteristics of county economic differences in 116 county-level cities, counties and districts under the jurisdiction of Shandong Province from 2008 to 2012, and makes a systematic diagnosis of county economic development. The paper puts forward multi-level, multi-domain, targeted policy measures, in order to achieve the purpose of strengthening county economy and promoting the comprehensive strength of Shandong Province.
