黑龙江省人力资源结构对经济增长方式的影响研究

【摘要】:经济增长方式和人力资源结构是中国当前面临的最大的焦点问题,人力资源结构对经济增长方式的影响越来越大,其好坏体现当前经济可持续发展水平程度的高低。近几年来面对经济增长方式落后、人力资源结构失调问题,政府开始寻找使二者协调可持续发展的对策,学术界也在不断探究二者的关系和相互作用并为政府提供政策及建议。面对黑龙江省当前产能过剩、产业结构失调、经济增速下滑等经济增长问题和越来越严重的老龄化、人力资源浪费、就业结构失调等人力资源结构问题,寻求以可持续发展为目标的经济增长方式与人力资源结构协调的有效方法问题被广泛关注。用相关分析法对大量错综复杂的指标降维处理,有效地减少相关系数较高指标的影响;用主成分分析法得到降维后指标得分矩阵,结合K-means聚类分析法得到良好的总体评价结果。总体评价结果可以为相关机构提供人力资源结构调整与经济增长方式转变的省级层面政策建议。为了从细致的角度更好的剖析经济增长方式与人力资源结构的关系,有必要将经济增长方式与人力资源结构结合分析,得到二者可持续协调发展的对策。将人力资源结构作为转变经济增长方式的助推器、将经济增长方式作为调整人力资源结构的调节器,以此为基础基于宏观统计视角与系统工程理论通过因子得分和回归分析残差改进物理学中的耦合模型使其适用于经济增长方式与人力资源结构耦合分析,通过黑龙江省面板数据计算经济增长方式与人力资源结构的耦合协调度。并结合旋转因子载荷矩阵、因子得分矩阵、回归分析残差和耦合结果剖析样本城市的经济增长方式与人力资源结构相互作用状况。结果表明,黑龙江省各地市均存在经济增长方式落后和人力资源结构失调的问题。以结果为导向给出了黑龙江省各地市经济增长方式改变和人力资源结构调整的对策与建议。
[Abstract]:The economic growth mode and human resource structure are the biggest focus problems in China. The impact of human resource structure on the mode of economic growth is becoming more and more large, and its good or bad reflects the level of the current economic sustainable development level. In the face of the fall of the economic growth mode in recent years, the problem of the imbalance of human resources structure has begun to be found by the government. In order to find out the Countermeasures for the coordinated and sustainable development of the two, the academic circles are also constantly exploring the relations and interaction of the two parties and providing policies and suggestions for the government. In the face of the current overcapacity, the imbalance of the industrial structure, the decline of economic growth, and the growing aging of economic growth, the waste of human resources and the imbalance of employment structure in Heilongjiang province. In order to solve the problem of human resource structure, the effective methods to coordinate the economic growth mode and human resource structure with the goal of sustainable development are widely concerned. With the correlation analysis method, a large number of complex indexes are reduced to reduce the influence of the higher correlation coefficient, and the index reduction index is obtained by the principal component analysis method. The score matrix, combined with the K-means clustering analysis method, obtains good overall evaluation results. The overall evaluation results can provide the relevant institutions with the provincial level policy suggestions for the adjustment of human resources structure and the transformation of economic growth mode. In order to better analyze the relationship between economic growth formula and human resource structure from a detailed angle, it is necessary to make a better analysis of the relationship between the economic growth formula and the human resource structure. Combining the analysis of economic growth mode and human resource structure, the Countermeasures for the sustainable and coordinated development of the two are obtained. The human resource structure is used as a booster to change the economic growth mode, and the economic growth mode is used as a regulator to adjust the structure of human resources. Based on the macro view and system engineering theory, the factors are obtained through factors. The coupled model of residual error improvement in physics is applied to the coupling analysis of economic growth mode and human resource structure. Through the panel data of Heilongjiang Province, the coupling co scheduling of economic growth mode and human resource structure is calculated. Combined with the rotation factor load matrix, factor score matrix, regression analysis residual and coupling, Results the analysis of the interaction between the economic growth mode and the human resource structure of the sample cities shows that all the cities of Heilongjiang have the problems of backward economic growth mode and the imbalance of human resources structure. The result is guided by the Countermeasures of the economic growth and the adjustment of the structure of human resources in all the cities of Heilongjiang province. And suggestions.
