吉林省节能减排绩效综合评价研究

【摘要】:随着国际上节能减排方面步伐的加速诸如丹麦哥本哈根世界气候大会和德班联合国气候大会召开,国内“十二五”节能减排综合性工作方案的印发以及十八大三中全会从多种制度上建立生态文明,用制度来确保生态环境的落幕等,能源和环境问题已得到国际国内社会的共同关注。节能减排已成为我国的基本国策,是实现可持续发展的重要战略举措。 在广泛、深入分析国内外学者关于节能减排绩效研究成果以及节能减排绩效相关理论的基础上,根据系统可行性、代表性与非相关性、可量化性与可比性、层次性与完备性等四大原则构建了本文的节能减排绩效指标评价体系。在吉林省节能减排绩效综合评价指标体系的基础上,首先,对各个市的数据进行归一化处理,以消除量纲之间的差异。其次,运用主成分分析法、数据包络法、以及信息熵法等三种评价方法计算出各市的相应得分。但由于三种方法各自具有各自的优缺点且很难单纯的以一种评价方法来给出最终的评价,所以,在三种评价方法通过多配对样本的Kendall协同系数的一致性检验之后,再利用加权求和的思想,得到吉林省九个市相应的综合得分。然后,通过系统聚类法对综合评价结果加以辅助验证并将吉林省九市节能减排绩效划分成三个层次梯度。最后,根据综合评价结果,结合吉林省各市的具体情况,分析问题以及提出相应的改善措施。
[Abstract]:As the pace of energy conservation and emission reduction accelerates internationally, such as the World Climate Conference in Copenhagen, Denmark, and the United Nations Climate Conference in Durban, The issuance of the comprehensive work plan for energy conservation and emission reduction in the 12th Five-Year Plan and the establishment of ecological civilization in various systems at the third Plenary session of the 18th National Congress of the CPC Central Committee, and the use of systems to ensure the end of the ecological environment. Energy and environment issues have been the common concern of the international and domestic community. Energy saving and emission reduction has become the basic national policy of our country and an important strategic measure to realize sustainable development. On the basis of extensive, in-depth analysis of domestic and foreign scholars on the performance of energy conservation and emission reduction research and related theories, according to the feasibility of the system, representativeness and non-relevance, quantification and comparability, The performance evaluation system of energy saving and emission reduction is constructed according to the four principles of hierarchy and completeness. Based on the comprehensive evaluation index system of energy saving and emission reduction performance in Jilin Province, firstly, the data of each city are normalized to eliminate the difference between dimensions. Secondly, three evaluation methods, principal component analysis, data envelopment and information entropy, are used to calculate the corresponding scores of each city. However, the three methods have their own advantages and disadvantages, and it is difficult to give the final evaluation by a single evaluation method. So, after the three evaluation methods pass the consistency test of the Kendall synergy coefficient of multi-paired samples, Then using the weighted summation thought, get the corresponding comprehensive score of nine cities of Jilin province. Then, the comprehensive evaluation results are verified by systematic clustering method and the performance of energy saving and emission reduction in nine cities of Jilin Province is divided into three gradients. Finally, according to the comprehensive evaluation results, combined with the specific situation of Jilin Province, the problems are analyzed and the corresponding improvement measures are put forward.
