国家治理视阈下的精准扶贫

【摘要】：基于当前精准扶贫实践及相应理论研究的发展,有必要从国家治理视阈来认知"精准扶贫"。精准扶贫具有国家主导下主体的多元化、实施方式的多样性以及治理内容的国家公共性等国家治理属性,即精准扶贫战略是一项国家治理。国家治理视阈下的精准扶贫认知超越了一般的公共政策认知范畴,反映了其国家治理的本质。精准扶贫的国家治理本质要在实践中准确把握,即推动国家主导下的多主体合作,注重提升人民群众的主体性,建立精准扶贫治理的跟踪评估与反馈机制,以及注意维护扶贫治理中国家与社会的秩序。
[Abstract]:Based on the current practice of precision poverty alleviation and the development of corresponding theoretical research, it is necessary to recognize "precision poverty alleviation" from the perspective of national governance. Precision poverty reduction has the national governance attributes such as the diversification of the main body under the national leadership, the diversity of the implementation methods and the public nature of the governance content, that is, the precision poverty reduction strategy is a national governance. The accurate understanding of poverty alleviation from the point of view of state governance transcends the general scope of public policy cognition and reflects the essence of national governance. The essence of national governance of precision poverty alleviation should be accurately grasped in practice, that is, to promote the multi-subject cooperation under the guidance of the state, to focus on enhancing the subjectivity of the people, and to establish a tracking, evaluation and feedback mechanism for accurate poverty alleviation governance. And pay attention to maintaining national and social order in poverty alleviation and governance.
