中部地区产业集聚与外商直接投资关系研究

【摘要】：随着世界经济区域化、全球化的快速发展,各国经济受外商直接投资(FDI)的影响越来越大。自1978年实施改革开放以来,我国就一直推行积极的外资引进政策,特别是加入WTO(世界贸易组织)后,外商直接投资在促进我国经济发展中的地位已不容忽视。中部六省(山西、河南、江西、安徽、湖南、湖北)在地理位置上连接着东部和西部地区,在经济发展中也联系着东西部,具有重要的战略地位。在国家2004年第一次正式提出“促进中部地区崛起”的口号后,缺少外商直接投资便成为制约中部地区经济快速发展的重要因素。为了提高中部地区吸引外商直接投资的水平,中部六省积极发展开放型经济,加大对贸易政策的支持力度,招商引资成效得到显著提高,外商直接投资的不断流入提升了中部六省区域内的产业竞争力,而且也增强了区域的可持续发展能力。与此同时,中部地区的产业集聚现象也越来越明显,产业集聚的规模和数量都不断壮大,对中部地区的经济发展起到了重要的带动作用。但是在现有的研究中,主要集中在对中部单个省份的外商直接投资的研究上,对中部地区整体的的FDI与产业集聚的互动关系研究比较少,在这样的背景下,研究中部地区外商直接投资和产业集聚的互动关系,对于中部地区如何更有效的吸引和利用外商直接投资,促进地方经济快速发展有着重要的理论意义和现实意义。本文对中部地区外商直接投资的总量、来源、进入方式和产业分布,产业集聚的具体表现和发展环境进行了分析,在实证部分,从中部地区6个省10年(2002-2011)间34个行业的面板数据出发,运用计量经济学中的ADF检验、格兰杰因果检验等方法研究了中部地区FDI和产业集聚的相互影响。最后根据数据分析和实证研究所得结果,提出了中部地区招商引资,促进地区经济发展的建议。
[Abstract]:With the regionalization of the world economy and the rapid development of globalization, the foreign direct investment (FDI) influences the economy of every country more and more. Since the implementation of reform and opening up in 1978, China has been carrying out an active policy of introducing foreign capital, especially after China's accession to the WTO (World Trade Organization), the position of foreign direct investment in promoting China's economic development cannot be ignored. The six central provinces (Shanxi, Henan, Jiangxi, Anhui, Hunan, Hubei) are geographically connected with the eastern and western regions, and also have an important strategic position in economic development. After the country formally put forward the slogan of "promoting the rise of the central region" for the first time in 2004, the lack of foreign direct investment has become an important factor restricting the rapid economic development of the central region. In order to improve the level of attracting foreign direct investment in the central region, the six central provinces have actively developed an open economy, increased their support for trade policies, and significantly improved the effectiveness of attracting foreign investment. The continuous inflow of foreign direct investment (FDI) has enhanced the industrial competitiveness and sustainable development ability of the six central provinces. At the same time, the phenomenon of industrial agglomeration in the central region is becoming more and more obvious. The scale and quantity of industrial agglomeration are growing, which plays an important driving role in the economic development of the central region. However, in the existing research, it is mainly focused on the study of foreign direct investment (FDI) in a single province in the central region, and there is little research on the interaction between FDI and industrial agglomeration in the central region as a whole. The study of the interaction between FDI and industrial agglomeration in the central region is of great theoretical and practical significance to how to attract and utilize FDI more effectively and to promote the rapid development of local economy. This paper analyzes the total amount, source, entry mode and industrial distribution of FDI in the central region, the specific performance and development environment of industrial agglomeration. Based on the panel data of 34 industries from 2002 to 2011 in 6 provinces of central China, the paper studies the interaction between FDI and industrial agglomeration in the central region by using the ADF test and Granger causality test in econometrics. Finally, according to the results of data analysis and empirical research, the paper puts forward some suggestions on attracting investment and promoting regional economic development in the central region.
