天府新区建设对四川省产业布局影响研究

【摘要】：天府新区拥有较好的发展基础和条件，是四川省未来以现代制造业为主、高端服务业集聚、宜业宜商宜居的国际化现代新城区。天府新区建设近3年来，对四川全省及各区域发展的影响逐步显现。天府新区按照“一核、两区、双中心”格局，“一带两翼、一城六区”的内部结构进行产业布局，对全省、成都市及周边地区的发展格局和空间形态产生了显著影响。本文从相关概念和基础理论出发，以天府新区和四川省产业发展现状为切入点，重点分析天府新区战略新兴产业、高技术产业和高端制造业、高端服务业、休闲度假旅游业和现代都市农业六大产业发展态势，结合国内外新区发展对产业布局影响的经验，深入探讨天府新区对四川省产业布局的正、负两方面的影响。文章选取筑波和尔湾两个国外案例从城市经济尺度考察新区建设对城市产业布局的影响，选取天津滨海新区案例从经济区域尺度考察新区建设对区域产业布局的影响。结合国内外案例，认为天府新区建设对四川省产业布局的积极影响表现在：构建新的经济增长极，强化成都的集聚作用；形成高新技术产业和高端制造业基地，提升全省产业竞争力；推动高端服务业集聚发展，推动产业结构调整；促进形成统一市场，加快区域一体化进程等。天府新区建设对四川省产业布局的消极影响表现在：改变全省经济分布格局，扩大区域发展差距；高端产业向新区集中，加大其他市州产业结构优化升级压力；优势资源向新区集聚，周边县市面临要素抽离的风险；周边县市产业结构趋同，加剧地方竞争；加快成都中心城区产业转移速度，可能出现“空心化”等方面。在天府新区建设的引导下，全省产业将会呈现以下格局：成都中心城区与天府新城中心耦合，共同打造成渝经济区成都核心；成-德-绵和乐-自-宜-泸两大经济带逐步融合，传统优势产业与战略性新兴产业融合发展；天府新区处在成都平原经济区和川南经济区两大经济区结合部，通过基础设施的衔接，推动市场一体化，进而实现两大经济区的一体化发展。为充分发挥天府新区的积极作用、消除和减弱消极影响，文章最后提出相应的产业布局优化措施来应对天府新区建设，包括：加快新区高端产业发展，加强辐射带动作用。整体推进高端产业发展，政府引导与市场推动并重，拓宽高端产业投融资渠道；省级政府统筹兼顾，，促进区域协调发展，具体包括天府新区与中心城区协调发展，明确城市功能定位，建立利益分享、让度与协调的长效机制，促进天府新区与区域基础设施一体化；地方政府积极寻求合作空间，错位发展。强化地方政府合作基础，培养和提升地方政府的合作意识和能力，健全区域性协调机制等。
[Abstract]:Tianfu New District has a good development foundation and conditions, which is the future of Sichuan Province in the modern manufacturing industry, high-end service agglomeration, suitable for business and suitable for living in the international modern new urban area. The construction of Tianfu New area in recent three years, Sichuan Province and the impact of regional development gradually appeared. According to the pattern of "one core, two districts, two centers", the internal structure of "one area with two wings, one city and six districts", Tianfu New District has a remarkable influence on the development pattern and spatial form of the whole province, Chengdu and its surrounding areas. Based on the related concepts and basic theories, this paper focuses on the strategic emerging industries, high-tech industries, high-end manufacturing industries and high-end service industries in Tianfu New area and Sichuan Province, taking the current situation of industry development in Tianfu New District and Sichuan Province as the starting point. This paper discusses the positive and negative effects of Tianfu New District on the industrial layout of Sichuan Province in the light of the six industries' development situation of leisure vacation tourism and modern urban agriculture and combined with the experience of the influence of the development of new districts at home and abroad on the industrial layout of Sichuan Province. In this paper, two foreign cases, Tsukuba and Erwan, are selected to investigate the influence of the construction of the new area on the industrial layout of the city on the scale of urban economy, and the case of Tianjin Binhai New area is selected to examine the impact of the construction of the new area on the regional industrial layout on the economic scale. Combined with the domestic and foreign cases, it is considered that the positive influence of the construction of Tianfu New area on the industrial layout of Sichuan Province is as follows: constructing a new economic growth pole, strengthening the agglomeration role of Chengdu, forming a high-tech industry and a high-end manufacturing base, Promote the industrial competitiveness of the province; promote the development of high-end service industry agglomeration, promote industrial structure adjustment; promote the formation of a unified market, speed up the process of regional integration. The negative effects of the construction of Tianfu New District on the industrial layout of Sichuan Province are as follows: changing the economic distribution pattern of the whole province, enlarging the regional development gap, concentrating the high-end industries into the new areas, increasing the pressure of optimizing and upgrading the industrial structure of other cities and states; The advantage resources gather to the new district, the surrounding counties and cities are faced with the risk of withdrawing the elements; the industrial structure of the surrounding counties and cities converges and intensifies the local competition; and the speed of industrial transfer in Chengdu's central urban area may appear "hollowing out" and so on. Under the guidance of the construction of Tianfu New District, the industry of the whole province will present the following pattern: the central city of Chengdu and the center of Tianfu New City are coupled together to form the Chengdu core of Chongqing Economic Zone; Cheng-De-mian and Le-Sele-Yi-Lu two major economic zones gradually converge and develop with traditional superior industries and strategic emerging industries. The Tianfu New area is located in the combination of the Chengdu Plain Economic Zone and the Southern Sichuan Economic Zone. Through the connection of infrastructure, promote the integration of the market, and then realize the integration of the two economic zones. In order to give full play to the positive role of Tianfu New area and to eliminate and weaken the negative influence, the paper finally puts forward the corresponding measures to optimize the industrial layout to deal with the construction of Tianfu New area, including: accelerating the development of high-end industry in the New area and strengthening the role of radiation driving force. To promote the development of high-end industries as a whole, with equal emphasis on government guidance and market promotion, and to broaden the channels for investment and financing of high-end industries; provincial governments make overall plans to promote regional coordinated development, including the coordinated development of the Tianfu New District and the central urban areas. Make clear the function orientation of the city, establish the benefit sharing, let the long-term mechanism of degree and coordination, promote the integration of Tianfu new area and regional infrastructure, and the local government actively seek the cooperation space, dislocation development. Strengthen the foundation of local government cooperation, cultivate and enhance the cooperation consciousness and ability of local government, perfect regional coordination mechanism, etc.
