军民技术创新体系协同模式与评价研究

【摘要】:军用技术创新体系和民用技术创新体系(以下简称军民技术创新体系)是国家创新体系的两个重要组成部分。随着全球科技竞争日益加剧,技术创新的综合性与复杂性越来越高,军民技术创新体系协同已经成为应对创新环境变化,促进技术创新,实现创新资源共享,提升国家创新能力的有效途径。因此,积极推进军民技术创新体系协同建设,已经成为我国国家创新体系建设的重要内容。论文选择军民技术创新体系协同模式问题作为研究内容,进行了探索性的研究工作。 论文在国内外技术创新和军民融合的相关研究基础上,运用协同学、系统理论和经济学理论,采用实证分析与理论分析相结合的研究方法,对军民技术创新体系协同的特征,协同模式的设计与分析,影响因素及不同协同模式的差异性,运行效果等问题进行了系统的研究。论文主要结论和观点包括: 军民技术创新体系协同的模式可以分为组织内部协同模式和跨组织边界的外部协同模式两种。通过博弈模型分析,表明两种协同模式的经济效率明显不同,内部协同模式的经济效率和投入成本要优于外部协同模式;特别是技术溢出效应明显,且技术溢出能够带来显著的协同效应的情况下,前者的优势更明显。但在实践中,军民技术创新体系外部协同模式是广泛存在的。 资源、环境与组织因素对军民技术创新体系协同运行具有积极的影响,其中,环境因素是最显著相关的影响因素。资源因素中资源共享能力对创新成果、创新效益和创新管理都有显著正向相关性,而存量技术的扩散能力与创新成果和创新效益有显著正向相关性,但与创新管理没有显著的相关性;最重要的环境因素中,市场要素、政府要素对军民技术创新体系协同都有正向显著相关影响,中介平台建设对创新成果和创新效益的影响显著,但与创新管理的作用不显著;组织因素中,组织结构、人才机制和信息管理与技术创新体系协同运行效果都有显著的影响关系,但信息管理对创新效益的影响不显著。结合影响因素的研究结论,对内部协同模式和外部协同模式的差异性进行了比较,在三个影响因素的八个指标中,除了组织结构以外的指标,都对开展内部协同模式更加有利,影响因素的分析结果表明内部协同模式的协同效应更容易实现,也更有效率。 从创新水平与效果、创新效益、运行管理三个维度构建了军民技术创新体系协同运行的效果评估指标体系,采用层次分析法为评价指标设置权重,运用逼近最优解(TOPSIS)法对协同运行效果进行评价。运用构建的评价模型对五家实施军民技术创新体系内部协同的组织的运行效果进行实证研究,进一步验证了评价模型。 运用研究结论,讨论并提出了我国军民技术创新体系协同运行的对策和建议,包括政府加强军民技术创新体系协同的顶层设计、完善军品市场开放机制、资源共享和信息交流平台建设、技术创新管理机制建设和实施军工企业集团化建设战略等五个方面。
[Abstract]:The military technology innovation system and the civil technology innovation system (hereinafter referred to as the military and civil technology innovation system) are two important components of the national innovation system. With the increasing global competition in science and technology, the integration and complexity of technological innovation is becoming higher and higher. The cooperation of military and civilian technology innovation system has become a response to the change of the innovation environment. Technological innovation is an effective way to realize the sharing of innovative resources and promote the ability of national innovation. Therefore, it has become an important content of China's national innovation system to actively promote the cooperative construction of the military and civilian technology innovation system. This paper chooses the problem of the cooperative mode of the military and civilian technology innovation system as the research content and carries out exploratory research work.
On the basis of the relevant research on technology innovation and military and civilian integration at home and abroad, the thesis uses synergetics, system theory and economics theory, and uses empirical analysis and theoretical analysis to combine the characteristics of the synergy of the military and civilian technology innovation system, the design and analysis of the cooperative mode, the difference of the influencing factors and the different cooperative modes. The main conclusions and viewpoints of the paper include:
The cooperation mode of the military and civil technology innovation system can be divided into two types: the internal cooperation mode of the organization and the external cooperative pattern of the cross organization boundary. Through the analysis of the game model, it shows that the economic efficiency of the two cooperative modes is distinctly different, the economic efficiency and the input cost of the internal cooperative model are superior to the external synergy mode, especially the technology spillover. The effect is obvious, and the advantage of the former is more obvious when the technology spillover can bring significant synergy. But in practice, the external cooperation mode of the military and civilian technology innovation system is widely existed.
Resources, environment and organizational factors have a positive impact on the cooperative operation of the military and civilian technology innovation system. Among them, the environmental factors are the most significant related factors. Resource sharing ability has significant positive correlation to innovation results, innovation efficiency and innovation management, and the diffusion capacity of stock technology and innovation results and creation. The new benefits have significant positive correlation, but there is no significant correlation with innovation management. Among the most important environmental factors, market factors and government elements have positive and significant influence on the cooperation of military and civilian technology innovation system, and the construction of intermediary platform has significant influence on innovation results and innovation benefits, but the role of innovation management is not significant. Among the organizational factors, the organizational structure, the talent mechanism and the information management and the technology innovation system have a significant impact on the synergy, but the information management has no significant influence on the innovation efficiency. In combination with the research conclusions of the influencing factors, the differences in the internal synergy model and the external collaborative model are compared, and the three factors are affected. Among the eight indicators, in addition to the organizational structure, the internal synergy model is more favorable. The results of the influencing factors show that the synergy effect of the internal synergy model is more easily realized and more efficient.
From the three dimensions of innovation level and effect, innovation benefit and operation management, the effect evaluation index system of the cooperative operation of military and civil technology innovation system is constructed. The weight of the evaluation index is set by the analytic hierarchy process (AHP), and the effect of cooperative operation is evaluated by the approach of approximate optimal solution (TOPSIS). The construction of the evaluation model is used to carry out the military and civilian implementation of the five families. The empirical study on the operation effect of the internal synergy organization of the technological innovation system further validates the evaluation model.
With the conclusion of the study, the countermeasures and suggestions for the coordinated operation of the military and civil technology innovation system in China are discussed and proposed, including the top level design of the government strengthening the cooperation of military and civilian technology innovation system, the improvement of the military market opening mechanism, the construction of resource sharing and information exchange platform, the construction of the management mechanism of technological innovation and the implementation of the construction of the military enterprise group.
