构建产学研相结合的技术创新体系研究

【摘要】：技术创新是新技术的研发、生产到首次市场价值实现的技术经济活动,而不再是一项纯粹的技术活动。技术创新作为社会资源整合的一种网络活动,产学研合作创新无疑是当前加强技术创新的一种有效途径。党的十八大报告指出,“实施创新驱动发展战略,必须加快建设国家创新体系,着力构建以企业为主体、市场为导向、产学研相结合的技术创新体系。”这一决策将产学研合作创新提升到国家战略高度,必将有力推动产业界的经济活动与学术界的科研活动相结合,实现经济科研一体化。 本文就当前产学研合作中存在的问题进行了详尽分析,旨在探寻产学研相结合的有效模式,揭明结构、要素、功能的相互关系,建立良性运行机制,加快科技成果转化。为构建产学研相结合的技术创新体系,提供理论基础、思路对策、价值导向。 论文结构框架如下：第一章,绪论。介绍了本文研究的背景和国内外研究现状、研究方法和创新点。第二章,核心概念的界定与相关理论。包括技术创新理论、产学研合作的理论基础,技术创新与产学研合作之间的关系等。第三章,从制度、技术创新主体、高校、科研院所、科技中介机构等角度分析制约产学研合作的障碍因素,理顺产学研的相互关系。第四章,提出产学研合作技术创新体系的构建途径并进行案例分析。
[Abstract]:Technological innovation is a new technology research and development, production to the first time market value realization of the technical and economic activities, rather than a purely technical activity. As a network activity of social resources integration, technological innovation is undoubtedly an effective way to strengthen technological innovation. The report of the 18th National Congress of the CPC pointed out that "in implementing the strategy of innovation-driven development, we must speed up the construction of a national innovation system, and focus on the construction of a technological innovation system that is enterprise-oriented, market-oriented, and integrated with industry, education and research." This decision will promote the innovation of industry-university-research cooperation to the national strategic level, and will certainly promote the integration of the economic activities of the industry and the scientific research activities of the academic circles, and realize the integration of economic scientific research. This paper makes a detailed analysis of the problems existing in the current cooperation between industry, university and research, aiming at exploring the effective mode of combination of production, learning and research, revealing the mutual relationship among structure, elements and functions, establishing a benign operating mechanism, and speeding up the transformation of scientific and technological achievements. In order to construct the technology innovation system combining industry, education and research, provide the theoretical foundation, the thought countermeasure, the value direction. The structure of the thesis is as follows: chapter one, introduction. This paper introduces the background of this study, the current research situation at home and abroad, research methods and innovative points. The second chapter, the definition of core concepts and related theories. It includes the theory of technological innovation, the theoretical basis of the cooperation between industry, university and research, and the relationship between technology innovation and cooperation of industry, university and research. The third chapter analyzes the obstacle factors restricting the cooperation between industry, university, scientific research institute, science and technology agency from the angle of system, technology innovation subject, university, scientific research institute and so on, and straightens out the relationship between production, learning and research. In chapter 4, the author puts forward the way to construct the system of industrial, university and research cooperation technology innovation and carries on the case analysis.
