俄罗斯与中国:错位与对接——谈“一带一盟”对接中的问题与出路

【摘要】：2015年5月,"一带一盟"对接合作进入具体实施阶段,然而中俄两国经贸合作还远远落后于双方预期。这是因为两国在经济发展战略、阶段和模式上存在某些错位,给对接造成困难。错位于中俄都有不利影响,务必重视化解。为促进"一带一盟"顺利对接,俄罗斯应改善营商环境,同时对接应遵循市场规律,重点项目重点推进。中国应加强对俄合作的"顶层设计",从便利化入手,推进政策沟通、道路联通、贸易畅通、货币流通、民心相通。
[Abstract]:In May 2015, the "one Belt, one Union" docking cooperation entered the concrete implementation stage, but the economic and trade cooperation between China and Russia still lagged far behind the expectations of both sides. This is because the two countries in the economic development strategy, phase and mode of some dislocation, difficult docking. Dislocation in China and Russia have adverse effects, must pay attention to defuse. In order to promote the smooth docking, Russia should improve the business environment, at the same time, the docking should follow the law of the market, key projects should be pushed forward. China should strengthen the "top-level design" of its cooperation with Russia, starting with facilitation, promoting policy communication, road connectivity, smooth trade, currency circulation, and the people's hearts and minds.
