湖南县域经济组团式发展研究

【摘要】：县域是我国大多数国民居住和生活的地方,县域经济是我国区域经济的最基本单元,关系到大多数民众的生活。县域是我国弱势群体的聚集地区,县域经济发展问题关系到社会稳定和矛盾的消除。研究县域经济,对于促进县域经济发展,对于我国全面建成小康社会都具有较深刻的现实意义。我国中部地区县域人口众多,但是经济发展相对落后,湖南省作为中部地区,县域经济发展有其代表性,对湖南省县域经济组团发展的研究,探索适合中部地区县域经济发展模式,才能实现中部地区县域经济发展,最终实现统筹区域经济发展的目标,对于做好县域经济中长期发展规划具有重要的实践意义。另外,在新的历史背景下,从湖南省的实际情况出发,探索新的县域经济组团发展模式,对于完善我国特色的区域经济学、创新我国县域经济发展模式,以及对于进一步深入研究三农问题都具有重要的理论意义。论文在前人研究的基础上,借助于发展经济学、产业经济学、农业经济学等经济学理论及数量经济学、现代计量经济学等分析方法,分析湖南省县域经济发展的模式选择和优化路径。文章总结国内外县域经济发展的理论和实践模式后,从中部崛起背景战略上把握湖南省县域经济发展的方向,从理论上提出湖南省县域经济组团式发展模式。文章简要阐述了区域经济发展理论、产业转移理论和相关增长理论,界定了县域经济及组团式发展,为文章进一步研究奠定了理论基础。分析了湖南县域分布及县域经济的基本状况,梳理了湖南县域经济发展战略及主要模式,找出当前湖南县域经济发展中存在的主要问题。重点对湖南县域经济发展差异性进行分析,首先,运用SPSS统计分析系统,采用主成分分析法对各县域进行梯度分区,将湖南省县域划分为四个梯度。其次,为了深入了解影响湖南省县域经济发展的主要因素,本文对各县市2003年至2012年主要指标数据进行整理分析,通过建立影响县域经济发展差异的主要变量面板数据模型,在估计出模型参数的基础上,找出影响县域经济发展的最主要因素,然后进行对比分析。从空间结构、影响因素及驱动力方面对县域经济组团式发展形成机理进行分析。在此基础上,分析阻碍湖南省县域经济组团式发展的制约因素主要有：体制性因素、县域“二元”结构、资源环境因素、市场机制因素、产业化因素等。考察国外主要发达国家县域经济组团发展做法,总结国内县域经济组团发展比较好的典型经验,得出对湖南县域经济组团发展的启示；从湖南区域经济发展与县域经济互动角度,研究县域经济组团式发展的空间布局与产业布局；通过组团式发展下县域经济合作协调困境的博弈分析,构建县域经济合作协调机制；最后,对本研究的主要结论进行总结,同时提出促进湖南县域经济组团式发展的对策建议。文章可能的创新之处：第一,选题对象和内容的创新：我国中部地区县域经济发展问题集中表现为,区域分工定位、经济发展历史与资源禀赋限制条件下,如何寻找一条适合中部地区县域经济的发展道路。从当前研究现状看,很少有研究从理论高度系统回答这一问题。本研究以湖南省为例,对这一问题进行全面阐释与回答,目前国内在这方面的研究尚少。第二：理论与方法的创新：本研究的根本目的就是在理论上找到一条适合湖南县域经济的发展道路,并从政策层面提出实现这一道路的优化路径。论文在理论上得出了一些有价值的结论,并从整体上回答了湖南县域经济发展道路的选择问题。论文利用主成分分析法,将湖南县域经济分为四个梯度,利用PanelData模型分析了湖南县域经济发展差异因素。第三：政策与成果的创新：根据理论和实证研究,论文提出了一系列有价值的政策措施,得出了一些重要成果,具有较大的现实价值。论文按照各区域的空间临近性和经济联系紧密性,将湖南省划分为长株潭、环洞庭湖、湘西和大湘南四大经济板块。将湖南省县域经济组团式发展空间总体布局为：以长株潭城市群为发展核心,以京港澳、常娄邵永、长益常张、张吉怀、潭娄邵怀等五条交通走廊为发展轴线,以环洞庭湖经济区、大湘西和大湘南三大城市组团为发展重点,构建大中城市和小城镇协调发展的战略格局,实现全省经济全面发展。
[Abstract]:County is the place where most of our national people live and live. The county economy is the most basic unit of the regional economy in our country. It is related to the life of the majority of the people. The county is a gathering area for the disadvantaged groups in our country. The economic development of the county is related to the social stability and the elimination of the contradictions. It is of great practical significance for China to build a well-off society in an all-round way. In the middle of China, the population of the county is large, but the economic development is relatively backward. As the central region of Hunan, the development of the county economy has its representativeness. The research on the development of the County Economic Group in Hunan province is suitable for the development model of the county economy in the central region. It is of great practical significance to realize the development of the county economy in the central region and finally achieve the goal of overall regional economic development. It is of great practical significance for the long-term development and planning of the county economy. In addition, in the new historical background, starting from the actual situation of Hunan Province, the development model of a new county economy group is explored and the area with the characteristics of our country is perfected. Regional economics, innovation of China's county economic development model, as well as the further in-depth study of the three rural issues have important theoretical significance. On the basis of previous studies, the thesis is based on the economic theory, quantitative economics, modern econometrics, and other analytical methods, with the help of development economics, industrial economics, agricultural economics and other economic theories. The mode selection and optimization path of county economic development in southern province. After summarizing the theory and practice mode of county economy development at home and abroad, the paper makes a theory of the development direction of the county economy in Hunan province from the background strategy of the rise of the central region, and puts forward the development model of the county economy in Hunan province theoretically. The article briefly expounds the development of regional economy. On the basis of the theory of industrial transfer and the theory of related growth, this paper defines the development of county economy and group, lays a theoretical foundation for further research, analyzes the basic situation of county distribution and county economy in Hunan, combs the development strategy and main mode of Hunan county economy, and finds out the main existing economic development in Hunan county. Focus on the analysis of Hunan county economic development differences, first of all, the use of SPSS statistical analysis system, the use of principal component analysis of the county to carry out gradient division, the county of Hunan province is divided into four gradients. The possible innovations in this article are as follows: first, the subject and content of the topic: the regional economic development in the central region of China is focused on the regional division of labor positioning, economic development. Under the condition of the limitation of history and resource endowment, how to find a suitable way for the development of the county economy in the central region. From the current research situation, few studies have answered this problem from the theoretical level. This study takes Hunan as an example to explain and answer this problem in an all-round way. At present, there are few studies in this field at home. Two: the innovation of theory and method: the fundamental purpose of this study is to find a way for the development of the county economy in Hunan in theory, and put forward the optimal path to realize the road from the policy level. The thesis has drawn some valuable conclusions in theory and answered the choice of the road of the development of the county economy in Hunan as a whole. By using the principal component analysis, this paper divides the county economy in Hunan into four gradients, and uses the PanelData model to analyze the differences in the economic development of Hunan county. Third: the innovation of the policy and results: according to the theoretical and empirical research, a series of valuable policy measures are put forward, and some important results are obtained. The paper divides Hunan province into four major economic sectors, namely Changsha Zhuzhou Xiangtan, Dongting Lake, Xiangxi and great Hunan Province, according to the spatial proximity and close economic ties of various regions. The overall layout of the development space of the county economy group in Hunan province is the core of the development of the Changsha, Zhuzhou, Xiangtan city group and Chang Shao Yong, Chang Yi Chang and Chang Yi Chang. Five traffic corridors, such as Zhang, Zhang Jihuai, Tan Lou Shao Huai, are the axis of development, focusing on the Dongting Lake Economic Zone, the big Xiangxi and the three big cities in the south of great Hunan to develop the strategic pattern of the coordinated development between the large and middle cities and the small towns, so as to realize the overall economic development of the whole province.
