经济新常态视域下共享发展研究

【摘要】：实现发展成果由人民共享是中国共产党一直追求的目标,也是马克思主义思想的内在要求。随着我国经济发展进入新常态,共享发展的建设面临着新挑战,也面临着历史性的机遇。在经济新常态背景下,加强对共享发展的研究,具有重要的理论价值与现实意义。本文以马克思主义基本理论及中国特色社会主义思想为指导,以实现共享发展为目标,较为系统地论述了共享发展的理论依据,阐述了共享发展与经济新常态的内涵、特征以及经济新常态与共享发展之间的内在联系,分析了共享发展的现状,讨论了共享发展存在问题的原因,并提出了经济新常态背景下实现共享发展的现实路径。本文从以下几个部分展开研究论述:第一章,简要说明了本文研究的背景、由来、意义、国内外研究现状、本文的主要内容与观点以及主要创新点及研究难点等内容。第二章,通过对马克思恩格斯、列宁等马克思主义经典作家及中国共产党历代领导人的共享思想研究,探析了实现共享发展的理论依据与指导思想。第三章,通过对经济新常态的内涵特征以及共享发展理念的主要内容进行分析,发现了经济新常态与共享发展的内在联系,包括经济新常态为共享发展提供坚实物质基础、共享发展理念引领经济新常态进入新高度等内容。第四章,通过对共享发展取得的现实成就、面临的现实问题的探究,找出了经济实力总体不够坚实、共享体制机制不够健全、政府公共服务不够到位、人民共享意识不够深入是共享发展面临新挑战的主要原因。为下一章经济新常态下实现共享发展的路径分析做好了铺垫。第五章,本章以上述研究为基础,切实指出了经济新常态下实现共享发展需坚持人民主体地位、坚持发展转型升级、坚持公平正义、坚持促进社会和谐等基本原则,并提出了全面深化改革,完善共享发展的制度体系;增强经济实力,夯实共享发展的物质基础;完善法律体系,提供共享发展的法治保障;改进政府管理,打造共享发展的责任主体;全面从严治党,筑牢共享发展的政治基础等根本途径,是全文最重要的一章。
[Abstract]:It is the goal that the Communist Party of China has been pursuing and the inherent requirement of Marxist thought to realize the sharing of development fruits by the people.With the development of China's economy entering a new normal state, the construction of sharing development is facing new challenges and historic opportunities.Under the background of the new normal economy, it is important to strengthen the study of sharing development. Guided by the basic theory of Marxism and the thought of socialism with Chinese characteristics, this paper systematically expounds the theoretical basis of shared development, expounds the connotation and characteristics of shared development and the new normal economy, and the inner relationship between the new normal economy and the shared development. Connecting with each other, this paper analyzes the present situation of the development of sharing, discusses the reasons for the existing problems in the development of sharing, and puts forward the realistic path to realize the development of sharing under the background of the new normal economy. The second chapter, through the study of Marxist classical writers such as Marx and Engels, Lenin and the leaders of the Communist Party of China in the past dynasties, explores the theoretical basis and guiding ideology for the realization of shared development. And the main contents of the concept of shared development are analyzed, and the internal relationship between the new normal economy and shared development is found, including the new normal economy provides a solid material basis for shared development, and the concept of shared development leads the new normal economy to a new height. The main reasons for the new challenges are that the overall economic strength is not solid enough, the sharing mechanism is not sound enough, the government public service is not in place, and the people's awareness of sharing is not deep enough. On the basis of the study, it is pointed out that the realization of shared development under the new normal economy needs to adhere to the people's principal position, upgrade the transformation of development, uphold fairness and justice, adhere to the basic principles of promoting social harmony. Perfecting the legal system, providing the legal guarantee of sharing development, improving the government management, creating the main responsibility of sharing development, strictly governing the Party in an all-round way, and building a political basis for sharing development are the most important chapters of this paper.
