上海市奉贤区“三区联动”发展模式案例研究

【摘要】：“三区联动”是上海在通过科学布局高校以加快城市创新发展步伐、推动地方和谐发展的进程中不断探索和创新的成果。其构想是打破大学校区、科技园区、公共社区在行政区域的隶属界限,联动三者发展,发挥各自优势进行资源整合与功能融合,探索具有上海特色的城市创新发展道路。基于探索构筑以复旦大学为核心的杨浦知识创新区过程中的经验总结,上海市委市政府于2004年提出了大学校区、科技园区、公共社区“三区融合,联动发展”的核心理念,这也是上海在新形势下提出的新的城市发展命题。“三区联动”不仅是大学校区、科技园区、公共社区在空间层面上的简单整合,更是一个复杂的系统交互整合的过程,涉及到城市创新体系、高校布局结构调整、社区功能定位、城市增长方式转变、产业升级等诸多问题。在上海启动“三区联动”实践的同时,开展相关的理论和实证研究,不仅对有效推动上海城市创新战略的落实有重大价值,而且对于城市化发展实践和区域创新体系建设也有普遍的借鉴作用。本文通过理论概括,以奉贤区“三区联动”发展模式为研究对象,研究方法上,以案例研究为主,借鉴国内外先进经验对“三区联动”存在的问题进行探讨,并积极探索解决对策。本文共分为七章,第一章主要总结国内外对“三区联动”发展模式的理论研究,第二章概括目前奉贤区“三区联动”发展模式的现状,第三章到第五章从管理体制、运行机制、运用政策三方面深入探讨奉贤区“三区联动”发展模式目前面临的问题和问题归因,第六章对前文的提出问题进行总结和说明,并提出解决问题的对策,第七章对“三区联动”发展模式的状况进行结论性描述及对其未来发展进行展望。
[Abstract]:"Three-district linkage" is the result of Shanghai's continuous exploration and innovation in the process of speeding up the pace of urban innovation and promoting local harmonious development through the scientific distribution of colleges and universities. The idea is to break the subordinate boundary of university campus, science and technology park and public community in administrative area, to develop the three kinds of resources, to combine resources and function, and to explore the road of urban innovation and development with the characteristics of Shanghai. Based on the experience summary in the process of exploring and constructing Yangpu knowledge innovation zone with Fudan University as the core, Shanghai Municipal Party Committee and Municipal Government put forward the core idea of "three areas of integration and linkage development" in 2004, including university campus, science and technology park and public community. This is Shanghai in the new situation under the new urban development proposition. The "three districts linkage" is not only the simple integration of the university campus, the science and technology park, and the public community on the spatial level, but also the process of the complex system interaction integration, which involves the urban innovation system and the adjustment of the layout structure of the university. Community function orientation, urban growth mode transformation, industrial upgrading and many other issues. While starting the practice of "three districts linkage" in Shanghai, it is of great value not only to carry out relevant theoretical and empirical research, but also to effectively promote the implementation of Shanghai's urban innovation strategy. And for urbanization development practice and regional innovation system construction also has the universal reference function. In this paper, the development model of "three districts linkage" in Fengxian District is taken as the research object through the theoretical summary. In the research method, the problems existing in the "three regions linkage" are discussed with the case study as the main body and the advanced experience at home and abroad used for reference. And actively explore solutions. This paper is divided into seven chapters. The first chapter summarizes the theoretical research on the development model of "three regions linkage" at home and abroad, the second chapter summarizes the current situation of the development mode of "three regions linkage" in Fengxian District, the third to the fifth chapter from the management system, operation mechanism, Using three aspects of policy, this paper probes into the problems and attribution of the development model of "three districts linkage" in Fengxian District. The sixth chapter summarizes and explains the problems raised above, and puts forward the countermeasures to solve the problems. Chapter seven gives a conclusion description of the development model of "three-region linkage" and prospects for its future development.
