中国电力企业对低碳经济的适应性研究

【摘要】:气候变化已经成为21世纪人类面临的最严峻的挑战之一,不仅对全球自然生态系统产生了明显的负面影响,也对人类社会的生存和发展带来了严重威胁。目前,发展低碳经济已经成为应对气候变化、保障能源安全的基本途径和战略选择。在低碳经济模式下,以火电为主、高排放的电力行业也将面临外部环境的巨大转变。低碳经济模式不但会使电力企业的发展和管理模式发生新的变化,而且将广泛并深刻地影响电力系统投资、规划、调度、运行与管理等各个环节。电力企业如何应对这种外部环境的变化,实现企业的可持续发展,将具有十分重要的意义。 本文针对我国发电企业和电网企业,借鉴路径—目标理论的研究框架,采用AMOS软件分别构建了两类企业对低碳经济的适应性管理结构模型。通过探讨结构模型中企业领导与管理、外部环境、内部关系和企业发展绩效四个变量之间的因果关系,全方位多角度地研究了我国电力企业对低碳经济的适应性问题。 研究结果显示,电力企业整体对低碳环境的适应性是不错的,电网企业对低碳经济的适应性要优于发电企业;电力领导者对企业适应低碳经济作用较大;相对于内部关系,电力企业更多地关注外界环境对企业的影响,以适应外部环境变化为导向调整内部关系;外部环境对两类企业发展绩效的作用强度相反。相对而言,电网企业的发展绩效内部关系影响超过外部环境,发电企业则因外部环境的影响而发生变化,说明发电企业外部环境变化比较深刻,靠内部关系调整并不能主导企业的发展结果。另外,影响发电企业适应性的因素主要有外部环境的产业链和市场环境、企业内部的人力资源状况(体现在有技能有经验的人才短缺);影响电网企业适应性的因素主要是外部环境的市场环境(主要是技术)、内部的人力资源状况;两类企业领导的知识和才能、品质和心理素质对企业对低碳经济的适应性管理行为有一定的影响。
[Abstract]:Climate change has become one of the most severe challenges facing human beings in the 21st century. It not only has an obvious negative impact on the global natural ecosystem, but also poses a serious threat to the survival and development of human society. At present, the development of low-carbon economy has become the basic approach and strategic choice to deal with climate change and ensure energy security. Under the low carbon economy mode, the power industry with high emission and thermal power will also face a great change in the external environment. Low-carbon economic model will not only change the development and management mode of electric power enterprises, but also affect the investment, planning, dispatching, operation and management of power system. How to deal with the change of external environment and realize the sustainable development of electric power enterprises will be of great significance. Based on the research framework of path-objective theory, the adaptive management structure models of two types of enterprises for low-carbon economy are constructed by using AMOS software for power generation enterprises and power grid enterprises in China. By discussing the causality among the four variables of enterprise leadership and management, external environment, internal relationship and enterprise development performance in the structural model, the adaptability of Chinese electric power enterprises to low-carbon economy is studied from various angles. The results show that the adaptability of electric power enterprises to low-carbon environment is good, the adaptability of power grid enterprises to low-carbon economy is better than that of power generation enterprises; the role of power leaders in adapting to low-carbon economy is great; relative to internal relations, The electric power enterprises pay more attention to the influence of the external environment on the enterprises and adjust the internal relations in the direction of adapting to the changes of the external environment; the external environment has the opposite effect on the development performance of the two types of enterprises. Comparatively speaking, the internal relationship of the development performance of the power grid enterprise exceeds the external environment, while the power generation enterprise changes because of the external environment, which shows that the external environment of the power generation enterprise changes deeply. Internal relationship adjustment can not lead to the development of enterprises. In addition, the main factors affecting the adaptability of power generation enterprises are the external environment of the industrial chain and market environment, the internal human resources (reflected in the shortage of skilled and experienced personnel); The main factors influencing the adaptability of power grid enterprises are the external market environment (mainly technology), the internal human resource situation, the knowledge and ability of the two kinds of enterprise leaders, The quality and psychological quality have certain influence on the adaptive management behavior of enterprises to low carbon economy.
